Since the 1973 publication of Alain Peyrefitte’s prophetic When China Awakens, developments in East Asia have outstripped even the wildest predictions. China has undergone the fastest industrialization and urbanization process in history, yet tensions there are rising as some realize how far they have been left behind. This volume explores the applicability of European economic and social models to our analysis of East Asia’s and, in particular, China’s situation. Though millions of Chinese and other Asian people have been lifted out of poverty, inequality is rising nonetheless, and contemporary Europe and Asia are both witnessing collective action against rampant economic neoliberalism in the former and the exclusion of minorities in the latter. It is difficult to overstate the relevance of this assessment, which seeks answers to some central questions: Can events in Europe serve as a model for those in East Asia? Are there similarities or differences between the two regions? To what extent do political, economic or social systems stimulate or inhibit collective action? How culturally equivalent are the collective actions of marginalized/ disadvantaged people in the two locations, or are events in Europe symptomatic of specific cultural attributes? The ideas contained in Karl Popper’s The Open Society and Its Enemies—one of the most important tracts in political philosophy in the twentieth century—are relevant to anyone seeking to understand the recent history of the East Asian economies. Even though Popper wrote his tract to provide an explanation for both the rise and objectionable nature of totalitarian regimes in Europe in the twentieth century, many of the arguments that he advanced in this European context also explain the social, political and economic relationships that are seen in modern South Eastern Asian economies. The narrative of this book is driven by a research agenda that is inter-disciplinary in nature, since to make the link between the Popperian framework and East Asian socio-economic relationships the contributing authors needed to draw upon research fields as far apart as political philosophy and East-Asian studies. With one or two exceptions, however, nearly all of the contributing authors have a background in economics, and this background is reflected in the way that they have sought to tackle the research question. This book is, in short, an inter-disciplinary exercise undertaken from an economics perspective, and hence it may best be described as an exercise in political economy rather than pure analytical economics. The novelty of juxtaposing Popperian ideas with a discussion of social, political and economic development in South East Asia makes this narrative of interest to both political philosophers and specialists in South East Asian economies. The key insight drawn from the analysis is that although Karl Popper’s The Open Society and Its Enemies was a product of a European time and place, it is also relevant to anyone seeking to understand the recent history of the East Asian economies.

Since independence in 1948, Burma has been the scene of some of the most-sustained and diverse ethnic insurgencies in the contemporary world. This study examines the dynamics of conflict that have caused internal wars to become so uniquely entrenched in one of Asia's most troubled lands. Against a backdrop of conflict, different nationality movements have been able to adapt and survive, utilizing the changing political, economic, and international conditions in the country. In the process, armed opposition became a way of life in the borderlands, while the central state became increasingly militarized. Burma's conflicts, however, have not been static. This study identifies five major cycles of conflict that have seen the national government transform from a parliamentary democracy at independence through Gen. Ne Win's "Burmese Way to Socialism" to the current military State Peace and Development Council. As the political impasse continues, ethnic ceasefires and open-door economic policies are changing the structures of conflict. In an overview of humanitarian and international dilemmas, the study concludes that conflict resolution-with integrated support from the international community-remains a primary need if Burma and its peoples are to achieve peace, democracy, and a stable nation-state.
