This book grows out of the work of a study group convened by the American Branch of the International Law Association. The group had a mandate to examine threats to the rules-based international order and possible responses. The several chapters in the book-all of which are written by distinguished international law scholars--generally support the conclusion that the rules-based international order confronts significant challenges, but it is not unraveling--at least, not yet. Climate change is the biggest wild card in trying to predict the future. If the world's major powers--especially the United States and China--cooperate with each other to combat climate change, then other threats to the rules-based order should be manageable. If the world's major powers fail to address the climate crisis by 2040 or 2050, the other threats addressed in this volume may come to be seen as trivial in comparison. The book consists of fourteen chapters, plus an introduction. Three chapters address specific threats to the rules-based international order: climate change, autonomous weapons, and cyber weapons. Eight chapters address particular substantive areas of international law: jus ad bellum, jus in bello, trade law, investment law, anti-bribery law, human rights law, international criminal law, and migration law. This book is dedicated to the memory of a distinguished Russian engineer, Rostislav E. Alexeyev, who was the first in the world to develop the largest ground effect machine - Ekranoplan. One of Alexeyev's design concepts with the aerodynamic configuration of a jlying wing can be seen on the front page. The book presents a description of a mathematical model of flow past a lifting system, performing steady and unsteady motions in close proximity to the underlying solid surface (ground). This case is interesting for practical purposes because both the aerodynamic and the economic efficiency of the system near the ground are most pronounced. Use of the method of matched asymptotic expansions enables closed form solutions for the aerodynamic characteristics of the wings-in-ground effect. These can be used for design, identification, and processing of experimental data in the course of developing ground effect vehicles. The term extreme ground effect, widely used through out the book, is associated with very small relative ground clearances of the order of 10% or less. The theory of a lifting surface, moving in immediate proximity to the ground, represents one of the few limiting cases that can be treated analytically. The author would like to acknowledge that this work has been influenced by the ideas of Professor Sheila E. Nickajack Dam was built by TVA in the mid-1960's at Tennessee River mile 424.7 to replace the old and leaking Hales Bar Dam located 6.4 miles upstream. The Nickajack site is located in Marion County, Tennessee, 18 air miles west of Chattanooga and about 2 miles northwest of the junction of the Alabama-Georgia-Tennessee State lines. Historically, the ancient Indian town of Nickajack was located at Shellmound, about a mile and a half upstream from the dam on the left bank of the reservoir. Nickajack was inhabited by the Cherokees as early as 1730. In 1784 the warlike Chief Dragging Canoe, who had earlier broken with the Cherokees, launched his marauding Chickamaugas from the town and used the nearby Nickajack Cave as a hideout. Later, during the Civil War, saltpeter was mined in the cave for Confederate gunpowder.
