Currency Speculation and the Optimum Control of Bank Lending in Singapore Dollar by Kenneth S. Chan,Kee Jin Ngiam Pdf

The Monetary Authority of Singapore (MAS) has a long-standing policy of controlling bank lending in Singapore dollars to nonresidents and to residents who use the funds outside Singapore. While the control may prevent the internationalization of the Singapore dollar and contain exchange rate volatility, it can hinder the deepening and widening of the financial markets in Singapore. This paper suggests three policy options that would allow traders and investors to borrow Singapore dollars without any restrictions, while making it costly for speculators since their activities can cause exchange rate volatility which arguably imposes external costs to society.

Capital Controls and Capital Flows in Emerging Economies by Sebastian Edwards Pdf

Some scholars argue that the free movement of capital across borders enhances welfare; others claim it represents a clear peril, especially for emerging nations. In Capital Controls and Capital Flows in Emerging Economies, an esteemed group of contributors examines both the advantages and the pitfalls of restricting capital mobility in these emerging nations. In the aftermath of the East Asian currency crises of 1997, the authors consider mechanisms that eight countries have used to control capital inflows and evaluate their effectiveness in altering the maturity of the resulting external debt and reducing macroeconomic vulnerability. This volume is essential reading for all those interested in emerging nations and the costs and benefits of restricting international capital flows.

Measures to Limit the offshore Use of Currencies by International Monetary Fund Pdf

Several Asian emerging market economies have recently adopted measures to limit the offshore trading of their currencies. This paper provides a general overview of such measures and evaluates the experiences of selected countries that resorted to such measures. It concludes that the measures could be effective if they were comprehensive and effectively enforced, and were accompanied by consistent macroeconomic policies and structural reforms. Such measures, however, could adversely affect investor confidence, financial market development, and nonspeculative economic and financial activities, and impose administrative burden on all parties involved.

"Singapore is known internationally for its successful economic development. Key to its economic successes is a variety of policies put into place over the past 50 years since its independence. Singapore's Economic Development: Retrospection and Reflections provides a retrospective analysis of independent Singapore's economic development, from the perspective of different policy domains each considered by different expert scholars in that particular field. The book is written by academic economists in a style that is accessible to non-experts. Each chapter includes reviews of past scholarship, current data on each policy area, and reflections on required or desirable future policy changes and outcomes"--

East Asia in Crisis by Ross Garnaut,Ross H. McLeod Pdf

The current economic crisis in East Asia is unprecedented in world economic history. It seemed the economic strength of the region, until very recently, would just keep growing. Now, the macroeconomic achievements of Asia are under threat and the economies of North America and Europe are feeling the results. This book brings together the thoughts of leading experts on the Asian economy and provides a broad and thorough analysis of the situation. It provides case studies from fourteen countries in the region, how the crisis developed and affected them, and the response from governments. There are other non-country specific chapters with a strong theoretical content which address issues such as causation, how such a crisis should be handled, how it might be avoided in the future, and the likely implications for on-going deregulatory and other economic reforms. This is an important authoritative account of one of the most extraordinary economic events and provides a broad synthesis of case studies and theoretical approaches from a variety of researchers with an intimate knowledge of the region.

IMF Staff papers by International Monetary Fund. Research Dept. Pdf

This paper reviews recent theoretical and empirical work on controls over International capital movements. Theoretical contributions reviewed focus on “second-best “ arguments for capital market restrictions, as well as arguments based on multiple equilibria. The empirical literature suggests that controls have been “effective “ in the narrow sense of influencing yield differentials. But there is little evidence that controls have helped governments meet policy objectives, with the exception of reducing the governments’ debt-service costs, and no evidence that controls have enhanced economic welfare in a manner suggested by theory.

The Politics of Finance in the East Asian Newly Industrializing Countries by Michelle Suzanne Lorenzini Pdf

To determine the importance of state-society interactions, I examine several institutional reforms of the financial system in each country during the 1960s and 1970s. Each reform is examined to uncover the strategies of both societal actors and political elites in transforming their preferences into policy outcomes. Relevant societal actors include large industrial capital, small industrial capital, commercial capital, and financial capital.
