This report examines developments in the European Defence Agency (EDA) since the Committee's 9th report of session 2004-05 (HL 76, ISBN 0104006358). The Committee is disappointed that the three-year financial framework for the EDA has not been agreed, as it is important for future planning. It believes all participating member states should fully participate in projects that have relevance to their defence needs and capabilities, and that the EDA should concentrate on a few achievable tasks, aiming to add value to that which could be achieved by the member states individually. All member states should subscribe to the Code of Conduct on Defence Procurement. The Committee is hopeful that the EDA can play a significant role in the improvement of European military capabilities. The report also presents evidence from the Minster for Defence Procurement on the most recent developments in European defence.

The Emergence of EU Defense Research Policy by Nikolaos Karampekios,Iraklis Oikonomou,Elias G. Carayannis Pdf

This book explores European security and defense R&D policy, unveiling the strategic, industrial, institutional and ideational sources of the European Commission’s military research initiative. Starting from a well-defined empirical epicentre—the rise of non-civilian R&D priorities in the European Union—this book covers interrelated themes and topics such as approaches to arms production and R&D collaboration relationships between European R&D-related institutions technology and research foundations of European security policy past and present European armament collaborations transatlantic R&D collaboration the militarization of border security. Divided into 5 sections, the enclosed chapters explore the EU technology and innovation policy in regards to security, industrial competitiveness and military capabilities. The terrorist attacks in the US on September 11, 2001 provided a window of opportunity for the introduction of security as a distinct European R&D priority. In fact, since 2002, the Preparatory Action for Security Research (PASR) has funded 45 million euros to 39 research consortia to conduct security R&D. While the idea of pooling defense research efforts and programmes in Europe is not new, the establishment of institutions like the European Defense Agency (EDA) are a major step into institutionalizing European agencies involvement in supporting defense technology research. It is against this backdrop of policy developments that this book is positioned, in addition to addressing some of the political, economic, industrial and philosophical questions that arise. Featuring contributions from a variety of academic fields and industries, this book will be of interest to scholars, researchers, students and policy makers in the fields of security policy, international relations, innovation, European studies and military studies.

Europeanisation and the Transformation of EU Security Policy by Petros Violakis Pdf

The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book will be of interest to students of European security, EU politics, defence studies and International Relations.

Security and Defence Policy in the European Union by Jolyon Howorth Pdf

The Common Security and Defence Policy (CSDP) has come a long way since its inception as the European Security and Defence Identity under NATO. Yet more than a decade after emerging as an autonomous entity, with its own capacity for civilian crisis management and military action, the European Union's CSDP is still very much a work in progress. This fully revised and updated new edition provides the most comprehensive account available of the CSDP and the debates surrounding it. Written by a leading authority in the field, the second edition draws on the author's own extensive research in the area, including hundreds of interviews with key actors, and takes account of developments since the reforms of the Lisbon Treaty. A brand new chapter assesses international relations theory and European integration theory as tools to understand the CSDP, and critically engages with theoretical approaches that view security and defence policy as the exclusive domain of sovereign nation-states. The book concludes with an analysis of future hurdles for the European Union as it responds to new and often unpredictable crises across the globe.

Europe's new defense ambitions implications for NATO, the US, and Russia by Peter van Ham Pdf

At the European Union's Helsinki summit of December 1999, European leaders took a decisive step toward the development of a new Common European Security and Defense Policy aimed at giving the EU a stronger role in international affairs backed by a credible military force. This Marshall Center Paper analyzes the processes leading to Helsinki by examining why and how this new European consensus on defense issues came about. It takes the pulse of the EU's emerging defense policy and touches upon the main controversies and challenges that still lie ahead.

Will the EU become a military power? Current structure and trends in security and defence by Marius Rauschenbach Pdf

Essay from the year 2018 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, grade: 1,0, University of Leipzig, language: English, abstract: The European Union is the institutionalized result of an ongoing process of cooperation between European nation states that started as consequence of the Second World War. It is a unique kind of supranational cooperation, a ‘sui generis’ in international politics, and evolved in incremental steps, which are unforeseeable and therefore hard to theorise. This essay aims to answer the question if the EU will become a military power. In order to forecast a possible future scenario, we must take into account historical events and decisions that shaped the current structure of the EU, especially in regards to security and defence. We must also consider wider developments and trends, and identify what has prevented the EU evolving into a military power so far. Afterwards, the essay will outline recent events and decisions in security and defence field. Based on these facts, the assessment about the EU as military power can be made.

European Integration and Space Policy by Thomas Hoerber,Antonella Forganni Pdf

This volume addresses developments in European space policy and its significance for European integration, using discourse theory as a framework. It seeks to address the developments in European space policy by examining several sensitive security questions linked in general with space activities, on the one hand, and the interplay between space policy and security policy in the European Union (EU) on the other. The book argues that defence and security matters should be studied for a better understanding of space projects in their historical, political, economic, legal and social context. The volume seeks to answer the following key questions: • What can space policy contribute to European identity formation and the integration process? • What are the interests of member states/EU institutions in space? • How is space policy perceived by European institutions, and how have they been engaged in the policy process to promote activity in space? • In which ways is the EU engaged in space, in terms of policy areas, e.g. foreign policy, industrial policy, security and defence policies? • What is the impact of institutions on the policy-making process in European space policy? This book will be of interest to students of EU policy, space policy, discourse studies and International Relations in general.
