In Jean Jaurès: The Inner Life of Social Democracy, Geoffrey Kurtz introduces Jaurès to an American audience. The parliamentary and philosophical leader of French socialism from the 1890s until his assassination in 1914, Jaurès was the only major socialist leader of his generation who was educated as a political philosopher. As he championed the reformist method that would come to be called social democracy, he sought to understand the inner life of a political tradition that accepts its own imperfection. Jaurès's call to sustain the tension between the ideal and the real resonates today. In addition to recovering the questions asked by the first generation of social democrats, Kurtz’s aim in this book is to reconstruct Jaurès’s political thought in light of current theoretical and political debates. Democracy has long been fetishized. Consequently, how we speak about democracy and what we expect from democratic governance are at odds with practice. With unflinching resolve, this book probes the theory of democracy and how the left and right are fascinated by it. In this innovative multidisciplinary study, Ralph Cintron provides sustained analysis of our political discourse. He shows not only how the rhetoric of democracy produces strong desires for social order, global wealth, and justice but also how these desires cannot be satisfied. Throughout his discussion, Cintron includes ethnographic research from fieldwork conducted over the course of twenty years in the Latino neighborhoods of Chicago, where he observes both citizens and the undocumented looking to democracy to fulfill their highest aspirations. Politicians hand out favors to the elite, developers strong-arm aldermen, and the disenfranchised have little redress. The problem, Cintron argues, is that the conditions required to put democracy into practice—territory, a bordered nation-state, citizens, property—are constituted by inequality and violence, because there is no inclusivity that does not also exclude. Drawing on ethnography, economics, political theory, and rhetorical analysis, Cintron makes his case with tremendous analytic rigor. This challenge to reassess the discourses on democracy and to consider democratic politics as always compromised by oligarchy will be of particular interest to political and rhetorical theorists.
When, why, and how are democratic institutions reformed? This is the broad question guiding this research, rooted in a context of crises of representative democracy. Core democratic rules can be understood as the formal political rules regulating the direct relationship between elites within the political system, parties, and citizens. They are therefore the cornerstone of the functioning of any political system. This book deals with the context, the motives, and the mechanisms explaining the incidence of institutional engineering in consolidated European democracies between 1990 and 2015. It is centred on the choice of political elites to use - or not to use - institutional engineering as a response to the challenges they face. This study provides both a better empirical understanding of the world of democratic reforms in consolidated democracies, thanks to a new data-set covering six dimensions of reform in 18 European countries. Secondly, the book provides evidence about the link between the lack of political support and democratic reforms, and the role of electoral shifts in fostering reforms. Thirdly, this research shows that the final outcome of a given reform depends on the type of reform at stake and on the process used during the phase of discussion of the reform, though case studies in Ireland, France and Italy. Ultimately, the book demonstrates that contrary to what has been commonly assumed, reforms of the core democratic rules are frequent and constitute in most cases an answer of challenged political elites to the erosion of political support and electoral change. Elections and Democracy addresses the contrast between two different views on representative democracy. According to the first view elections are a mechanism to hold government accountable. In the second view elections are primarily a means to ensure that citizens' views and interests are properly represented in the democratic process. The majoritarian and consensus models of democracy are the embodiment in institutional structures of these two different views of democracy. In the majoritarian view the single most important function of an election is the selection of a government. The concentration of power in the hands of an elected majority government makes it accountable to the people. In consensus models of democracy, or proportional systems, the major function of elections is to elect the members of parliament who together should be as representative as possible of the electorate as a whole. The criterion for the democratic quality of the system is how representative parliament really is. The book explores how far these different views and their embodiment in institutional structures influence vote choice, political participation and satisfaction with the functioning of democracy. The volume is based on data from the Comparative Study of Electoral Systems (CSES), a comparative study across 36 countries. The general conclusion of the book is that formal political institutions are less relevant for people's attitudes and behavior than often presumed. Rather than formal political institutions like the electoral system it seems to be characteristics of the party system like polarization and the clarity of responsibility that really matter. The Comparative Study of Electoral Systems (CSES) is a collaborative program of research among election study teams from around the world. Participating countries include a common module of survey questions in their post-election studies. The resulting data are deposited along with voting, demographic, district, and macro variables. The studies are then merged into a single, free, public dataset for use in comparative study and cross-level analysis. The set of volumes in this series is based on these CSES modules, and the volumes address the key theoretical issues and empirical debates in the study of elections and representative democracy. Some of the volumes will be organized around the theoretical issues raised by a particular module, while others will be thematic in their focus.
