This is the second volume in a two-volume series of books on democratic consolidation in Eastern Europe. The first volume focused on the issue of institutional engineering. This second volume analyses the external parameters of democratic consolidation in thirteen Eastern European countries: how different international actors and various economic, cultural and security types of transnational pressures have shaped democratic politics in the region. The aim is to contrast a set of democracy theories with empirical evidence accumulated in Eastern Europe over the last ten years. The volume tries to avoid complex debates about definitions, methods and the uses and misuses of comparative research. Instead it seeks to establish what has really happened in the region, and which of the existing theories are helpful in explaining these developments. The volume is divided into two parts. The first part presents a conceptual and comparative frame of analysis, the second consists of detailed studies of individual countries undergoing democratic consolidation. Case study chapters deal with the following countries: Estonia and Latvia, Hungary, Poland, the Czech Republic, Slovakia, Romania, Bulgaria and Macedonia, the states of former Yugoslavia, Belarus and Ukraine, and finally Russia. The concluding chapter identifies a set of variables responsible for the enormous impact of external factors on democratic consolidation in Eastern Europe. It conceptualises the interplay of internal and external factors impinging upon democracy, and shows the interplay of different positive and negative types of external pressures. It also evaluates the conscious Western effort to craft or engineer democracy in Eastern Europe.

Drawing upon extensive experience of both theoretical and empirical research, according to the Italian school of Political Science, this book provides a holistic assessment of contemporary world politics. It begins by defining concepts such as “world order”, before going on to classify foreign policies into four models of political cultures: namely, the “interests-intensive” conservative; the “ideologies-intensive” liberal, the leftist constructivist, and the leftist Manichean. The volume shows how multipolar and bipolar systems have remained relatively stable, with each main power defending its own interests, yet ultimately not promoting ideas and order. Change periods, however, are instable. Between 1915 and 1945, Nazi-fascist and communist ideologies emerged, but, after Yalta, the West did not effectively export market, democracy and peace to the Third World. After 1989, the ideas of liberalism (in economic globalization and EU enlargement), neo-conservatism (in the Iraq war), and multi-cultural leftism (in pluri-national conflict resolution processes) began to be applied toward a “near” world order. Since 2001, Islamic fundamentalism’s threat has prevented both stability (with the failure of the concert of powers of the 1990s), and order (with minimal improvements in democracy and peace). Following the Arab Spring, Obama has also abandoned interests-intensive conservative diplomacy, no longer supporting “lesser evils” (personalistic or military regimes) against “absolute evils” (such as the Islamic State), and waged only “low intensity” wars in Iraq, Syria and Libya.

Bulgaria has faced previously unimaginable pressures over the last two decades, as it struggles to adapt to a post-Communist landscape and to reform both state and society in the wake of the fall of the Soviet Union, while facing the challenge of increased efforts by NATO and the EU to expand into this region. In Negotiating Diplomacy in the New Europe, Stefanos Katsikas sheds new light on the mechanisms and factors which have influenced the making and shaping of Bulgarian foreign policy, examining the extent to which both domestic factors and the international environment have affected its trajectory. Following the promulgation of Gorbachev's now-famous policies of glasnost and perestroika, and the fall from power of the Bulgarian Communist Party - led at the time by Todor Zhivkov - many have directly attributed Bulgaria's changes in foreign policy to the processes of democratization witnessed throughout Eastern Europe. However, although this was to some extent the case, the commonalities shared with the country's foreign policy during the Cold War era leave in question the extent to which the effects of democratization alone suffice to explain Sofia's post-communist diplomatic and strategic policies. By analysing the influencing factors of Bulgaria's foreign policy since 1989, Katsikas considers factors such as domestic policies, as well as the effects of EU and NATO efforts to expand their influence and membership.
