There is little evidence on the association between women’s migration, empowerment, and well-being, driven in part due to difficulty in measuring empowerment in the migration context. To better understand these linkages, we developed a Women’s Empowerment in Migration Index (WEMI) and validated it with survey of 1019 returnee female migrants in Bangladesh, who had returned after working internationally, mostly from countries in West Asia. By incorporating indicators of subjective well-being from migration literature into measures of empowerment, our paper advances research over earlier assessments of women’s experiences in the migration process beyond seemingly objective indicators, such as income, health, and economic welfare. We find that 14% of all migrant women in our sample could be classified as being empowered. Lack of membership in groups, restricted mobility, and lack of asset ownership are the largest contributors to migrant women’s disempowerment in our sample. We find that WEMI is strongly correlated with other measures of well-being, including mental health and livelihood-efficacy. Women with higher empowerment scores are also less likely to experience discriminatory labor practices and unsafe work conditions. With broad applicability to migrants from low and middle-income countries, WEMI can be used as a tool, helping to identify sources of disempowerment, and enabling stakeholders to develop interventions targeting the welfare of women migrant workers.

In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. This paper analyzes poverty dynamics in rural Bangladesh using a nationally representative panel dataset of 5,260 rural households interviewed in 2011/12 and 2015. We find that education, savings, assets, non-farm employment, substantial safety net transfers, and women’s empowerment are key factors in breaking persistent poverty; and savings, non-farm engagement, and substantial safety net transfers prevent households from falling into poverty. The results are consistent across multinomial logit, logit, and simultaneous quantile regression models. Thus, policies and programs that address the determinants of persistent and transient poverty identified in this study hold promise for sustained poverty reduction in rural Bangladesh.

We analyze the linkages between irrigation and nutrition using data from irrigators and non-irrigators in Northern Ghana. The results show that (i) there is a modest difference in the overall household dietary diversity score between irrigators and non-irrigators, (ii) there are significant differences in the consumption of animal source foods between irrigators and non-irrigators, (iii) there are significant differences in the consumption of fruits and vegetables as well as sugar and honey between irrigators and non-irrigators, and (iv) the sources of food consumption differ between irrigators and non-irrigators. The analysis shows strong association between households’ nutritional status and their access to irrigation, with evidences suggesting that the irrigation-nutrition linkages play out both through the income and production pathways in Northern Ghana.

Some agricultural practices, such as irrigation, have the potential to buffer seasonal dietary gaps and thus improve diets, particularly for subsistence farmers but also for rural and urban households that purchase irrigated produce from local markets. While the seasonality of households and children’s diets is well documented, little is known about the seasonality of women’s diets and the influence of irrigation. Using longitudinal data from Ethiopia, this study characterized women’s diet over time and evaluated the potential implications of seasonality and irrigation on women’s diet. Women’s dietary diversity was low (3-4 out of 10 food groups) and exhibited high seasonal variability (P<0.05). Diets were predominantly plant-based, with little consumption of nutrient dense foods, such as fruits and animal source foods. High seasonal variability in energy, protein, vitamin C, calcium, iron, and zinc intakes were observed (P<0.01). Irrigators were more likely to meet the minimum dietary diversity for women (MDDW), had higher energy and calcium intake, and lower prevalence of anemia, than women from non-irrigating households (P< 0.05). No cases of malaria were reported from the three rounds of screening. Our preliminary findings suggest that there is high seasonal variation in women’s diet, but this can be partly offset by irrigation practices.

In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites.
