Greening Government operations is important in its own right, because of the size and range of their environmental impacts. Each year central Government offices produce approximately 2.3 million tonnes of CO2 emissions (around 0.4 per cent of the UK total) and 309,000 tonnes of waste. Central Government spends £60 billion on goods and services each year and through sustainable procurement it could accelerate the take-up of environmentally friendly products. This report examines progress relating to: carbon emissions; renewable energy; carbon neutrality; energy consumption; Government response to the Sustainable Development Commission (SDC); the role of the Sustainable Development Commission. The record is poor on carbon emissions. Excellent progress has been made on increasing the use of green electricity, but progress on generating its own electricity from on-site or district renewables has been very disappointing. The target of making the Government Estate carbon neutral by 2012 will depend very heavily on buying offsets. It is important the Government does as much as possible to reduce its own emissions. The newly-announced Greening Government IT programme is encouraging, given that increased use of IT would appear to be the biggest single factor in the upward trend in emissions from civil departments. The Government has, encouragingly, announced significant reforms in its response to the SDC's report. The Commission is having a significant influence in galvanising Government to improve its structures.

On October 19, 2009, the White House launched the GreenGov Challenge to ask all Federal and military personnel to share ideas about how the federal community can lead by example, green the government, and meet the goals of President Obama's Executive Order on Federal Sustainability. The GreenGov Challenge generated more than 5,000 ideas and 165,000 votes from 14,000 federal employees. This report presents the results of the GreenGov Challenge. Each category includes a list of unique ideas, listed by popularity as determined by the number of votes. Each idea is attributed to individuals as they identified themselves, with some individuals submitting multiple ideas. The total vote count for the top idea in each category is included, along with a 'word cloud' that represents the frequency with which specific words and concepts appeared in submissions. Major themes that emerged from the 5,000+ ideas that were submitted are summarized and presented as well. The GreenGov Challenge demonstrated that the federal community is committed to leading by example through transforming how they work in practical ways that have real results. Many of the ideas that were submitted--like eliminating cafeteria items that can't be recycled or composted--can be implemented immediately. Others--like installing motion sensors to lighting systems and retrofitting bathrooms to conserve water--will take resources and planning over the longer term. Taken as a whole, the results of the GreenGov Challenge help to illuminate a course of action that will make the Federal government's operations more sustainable, responsible, and efficient. And for that, the Federal community owes each individual who has participated in the GreenGov Challenge a debt of gratitude.

This is the Committee's eighth report on the sustainable operations on the Government estate. There has been some progress against targets but the Sustainable Development Commission has found that in 2007-08 the Government was not on track to meet its target for the reduction of carbon emissions from its own buildings. The Government was on track to meet its targets for recycling and for the sourcing of electricity from renewable sources, but it performed less well than it had in 2006-07. It must improve the sustainability of its operations each year. The ease with which the Government continues to meet some targets, even when its performance worsens, indicates the urgent need for the Government to set itself more stringent targets. The Government should extend the system of targets and monitoring beyond central government and agencies to the wider public sector, including its outsourced operations. The Government has the potential to drive change in the wider economy through sustainable procurement, through investment in low carbon technologies and by driving the development of "green" skills in the workforce. But the Sustainable Development Commission found that Government performed poorly against its own targets. The Government must use its buying power to drive progress towards a greener economy. Many of the changes to the governance of Government's sustainable operations have been confusing or ineffective. The Government must ensure that there is a clear line of accountability for these matters, and the Cabinet Office Minister responsible must take an active role in overseeing performance management.

Green purchasing - or eco-procurement - by local and central governments has long been recommended in documents such as Agenda 21 to be a key - although sometimes supplemental-ingredient in the achievement of more environmentally responsible economies. Certainly, sustainable consumption cannot be considered a realistic goal without the full engagement of public authorities. Many initiatives have been undertaken in OECD countries, most successfully in Japan and Denmark where green public purchasing has been proven to be workable and highly effective, while, in other countries, city municipalities have successfully pioneered the development of sophisticated public environmental purchasing policies. However, for the vast majority of countries and their major cities, the potential for green public purchasing remains woefully untapped. A key question is what would be the environmental impact if the majority of cities in Europe replicated the success stories of those leading the way? Public procurement has, after all, been an important tool in achieving other public policy goals such as defence. Why should it not be used as a tool to defend the environment? The RELIEF project, funded by the EU's "City of Tomorrow and Cultural Heritage" programme was established to answer exactly this question: to define the true potential of eco-procurement and to develop a strategy for change in Europe. Buying into the Environment is the result of the research segment of the project which has now been completed. A further stage-to design a Europe-wide action plan will follow in 2004. The book, organised under the auspices of the International Council on Local Environmental Initiatives (ICLEI) analyses national approaches already tested, and provides in-depth surveys on the pioneer cities such as Hamburg, Malmo and Zurich. Serious attention is given to city-specific hurdles which have been faced and overcome. The most relevant product groups for eco-procurement such as construction, transport, energy, information technology, furniture and food. are also analysed. Uniquely, the book also provides calculations on the environmental benefits potentially achievable through greener purchasing. Tools were developed and tested by the RELIEF researchers on the environmental assessment of products, public buying power and on evaluations of market conditions in order to provide scenarios for the application of green purchasing at a European level. The conclusions are that there is huge potential for both local and central governments to adapt their behaviour patterns and purchase in a more environmentally responsible way. For example, 18% of the EU's Kyoto Protocol commitment could be achieved if major cities in the European Union purchased green electricity. The results are complemented by new ideas on how best to foster innovation in public contractual arrangements-to encourage the development of products such as super-energy-efficient computers and fuel cells-and how the legal system may require adaptation and reform. The results presented in this book will provide an indispensable resource for municipalities, governments, researchers and business practitioners looking for answers on how public procurement can have a fundamental and manifestly positive effect on the environment.
