The world has spent the majority of 2020 enduring an unpreceded crisis caused by the COVID-19 pandemic. The impact of this crisis has been enormous, and the situation has yet to be resolved. It is still difficult to anticipate when the pandemic will end and how our lives will have changed after the crisis. Higher educational institutions (HEIs) have also had to undergo tremendous transformation, in particular, changing a conventional educational, teaching, and learning system to a digital and online mode and cancelling or postponing important events such as graduation and entrance ceremonies and entrance examinations. In addition, a number of HEIs have been facing financial constraints due to reduced enrolment, particularly from overseas. Students have missed opportunities to meet their family and friends, causing profound psychosocial impact and stress for all concerned. Simultaneously, however, the situation has given HEIs a good opportunity to consider their disaster preparedness, response, and recovery capacity on campus. Some surveys have highlighted a lack of preparedness for pandemic and other hazardous risks beyond natural hazards. Safety issues are a top priority at HEIs because they bring together a number of students, faculty, and staff. This book covers the experiences and lessons learned from HEIs in preparedness, response, and recovery during the COVID-19 pandemic to prepare for such calamities beyond natural disasters in the future. A drop in the functionality of hospitals and schools is likely to have short-term and long-term effects on a community, including a reduction in medical interventions, an increase in unschooled children, and population outmigration in search of essential social services. However, comprehensive community resilience models that consider the role played by social institutions in community stability following natural disasters are scarce at the present time. This paper provides a literature review and critical appraisal of previous studies on the resilience of hospital and school systems and their impact on community well-being. The review encompasses existing resilience models for single hospitals and schools, their role when connected with other hospitals and schools in a network, their reliance on each other as interdependent systems, and their role in community resilience and stability. Different mitigation strategies and policies to enhance hospital and school systems’ resilience after extreme natural hazards are also summarized. Education systems need to withstand frequent shocks, including conflict, disease, natural disasters, and climate events, all of which routinely close schools. During these emergencies, alternative models are needed to deliver education. However, rigorous evaluation of effective educational approaches in these settings is challenging and rare, especially across multiple countries. We present results from large-scale randomized trials evaluating the provision of education in emergency settings across five countries: India, Kenya, Nepal, Philippines, and Uganda. We test multiple scalable models of remote instruction for primary school children during COVID-19, which disrupted education for over 1 billion schoolchildren worldwide. Despite heterogeneous contexts, results show that the effectiveness of phone call tutorials can scale across contexts. We find consistently large and robust effect sizes on learning, with average effects of 0.30-0.35 standard deviations. These effects are highly cost-effective, delivering up to four years of high-quality instruction per $100 spent, ranking in the top percentile of education programs and policies. In a subset of trials, we randomized whether the intervention was provided by NGO instructors or government teachers. Results show similar effects, indicating scalability within government systems. These results reveal it is possible to strengthen the resilience of education systems, enabling education provision amidst disruptions, and to deliver cost-effective learning gains across contexts and with governments.
