Western democracy is currently under attack by a resurgent Russia, weaponizing new technologies and social media. How to respond? During the Cold War, the West fought off similar Soviet propaganda assaults with shortwave radio broadcasts. Founded in 1949, the US-funded Radio Free Europe/Radio Liberty broadcast uncensored information to the Soviet republics in their own languages. About one-third of Soviet urban adults listened to Western radio. The broadcasts played a key role in ending the Cold War and eroding the communist empire. R. Eugene Parta was for many years the director of Soviet Area Audience Research at RFE/RL, charged among others with gathering listener feedback. In this book he relates a remarkable Cold War operation to assess the impact of Western radio broadcasts on Soviet listeners by using a novel survey research approach. Given the impossibility of interviewing Soviet citizens in their own country, it pioneered audacious interview methods in order to fly under the radar and talk to Soviets traveling abroad, ultimately creating a database of 51,000 interviews which offered unparalleled insights into the media habits and mindset of the Soviet public. By recounting how the “impossible” mission was carried out, Under the Radar also shows how the lessons of the past can help counter the threat from a once and current adversary.
During the Cold War, radio broadcasting played an important role in the ideological confrontation between East and West. As archival documents gathered in this volume reveal, radio broadcasting was among the most pressing concerns of contemporary information agencies. These broadcasts could penetrate the Iron Curtain and directly address the ‘enemy’. Radio was equally important in keeping sustained levels of support among the home public and the public of friendly nations. In the early Cold War in particular, listeners in the West had to be persuaded of the need for higher defence spending levels and a policy of containment. Later, even if other media – and in particular television – had become more important, radio continued to be used widely. The chapters gathered here investigate both the institutional history of the radio broadcasting corporations in the East and in the West, and their relationship with other propaganda agencies of the time. They examine the ‘off-air’ politics of radio broadcasting, from the choice of theme to the selection of speakers, singers and music pieces. The key issue tackled by contributors is the problem of measuring the impact of, and qualifying the success of, information policies and propaganda programmes produced during the Cultural Cold War. Thirty years ago, I was afraid of surrendering my life completely to trusting in the Divine. This fear is what stopped me from growing in my faith and crippled me into believing that if I did, something terrible would befall on me or my family, as a way of testing my faith. I was afraid to practice my faith and my heart was contaminated with guilt, anger and inferiority. Then something happened. I took a leap of faith and decided to join my husband in a catechist program that was being delivered at our church. Little did I know that this would be the catalyst that would move me in a direction for a new life. The program taught the meaning of scriptures and how to read and meditate upon them. One night I opened the bible to a scripture passage found in 1 John 4:18. The words, "Perfect Love casts out fear" suddenly jumped off the page and spoke to my heart directly. I knew that the Lord was speaking to me through this scripture passage and He released my fears. With this new found freedom I embarked on a journey that helped me discover my connection with God and the many ways in which He communicated to me. This book reveals my journey as God revealed His presence to me though signs and symbols, in my journal writing, meditation, prayer, past memories, through His creation in nature, the stillness around us, and through everyday miracles. In a personal way he continues to speak to me through life and death experiences. Along with my sorrows, he fills me with joy through his His peace, grace and PERFECT LOVE.
