"The economic and social imperative for women’s economic empowerment is clear. Greater gender equality boosts economic growth and leads to better development outcomes. It contributes to reducing income inequality and boosting economic diversification and, in turn, supports economic resilience. Gender equality is one of the 17 global UN Sustainable Development Goals, which provide a roadmap for ending poverty, protecting the planet, and ensuring that all people enjoy peace and prosperity. The G7 has emphasized the need for closing the gender gap. The Taormina Leaders’ Summit in 2017 renewed the emphasis on promoting women’s empowerment, which the leaders see as a crucial contribution to promoting sustainable development. In this regard, leaders committed to mainstreaming gender equality into all their policies. This is carried forward by Canada’s G7 Presidency. With growing recognition that gender equality promotes economic stability and growth, the IMF has scaled up its work in this area and is committed to continue these efforts. Work by the IMF will focus on (i) deepening its understanding of the economic benefits of women’s empowerment, both in the labor market and through more equal opportunities for boys and girls, also against the background of persistent megatrends, including in an environment of rapid technological change; (ii) integrating the analysis into Fund policy dialogue with member countries; (iii) providing customized assistance, workshops, and peer-learning courses in areas such as gender budgeting; and (iv) expanding collaboration with other international institutions on the subject to benefit from complementary areas of expertise."

Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

It critically reviews the evolution of global health since the 1990s when the UN initiated the Human Development Approach and adopted the millennial development goals through global consensuses. The second section presents our meta-analysis of 86 successful women's empowerment case-studies around the world that address threats to health and well-being of their families and communities. Using an EMPOWER (acronym) framework designed for the meta-analysis, it answers six questions: can ordinary women organize empowerment movements that enhance the well-being of their families and communities; if so, what are their characteristics; what problems motivate them; which empowerment methods are used and do they vary by domains; who support and oppose them and how; and what are the social contexts that affect their movements. Success consists of: accomplishing the original goal/s, external recognition and/or replication by others, and subjective and objective empowerment outcomes. It is only when they become aware of their status in society that they will be able to take full advantage of the concessions offered to them as a corrective measure. Women empowerment has to begin with women's active participation. Unless women throw off the v shackles that ignore their talent, skill and spirit women through education and economic self-reliance, cannot be empowered. Unless they are empowered to take a decisive part in the social, political and economic life of the country, the very development of the country will be lop-sided. Women’s Empowerment is a process whereby women become able to organise themselves to increase their own self reliance, to assert their independent right to make choices and to control resources which will assist in challenging and eliminating their own subordination. The goal of women’s empowerment is to address the issues relating to women’s subordination, inequality and inequity. Hence it is a process where women are able to change from a state of powerlessness (I cannot) to a state of collective self-confidence (we can). Over the years, the scholars and researchers have been engaged in studying and analysing matters related to the better half of the human beings, i.e. ‘Women’. Hence, more number of research studies been done and books are being published, concerning women issues. The book is an effort, to identify and bestows various facets of women empowerment. It discusses the challenges and impediments faced by women, recommends strategies to vi address those challenges and ways to cultivate the conditions leading to women’s empowerment.
