Guyana’s agrifood systems are facing an increasing level of risk: rising sea-levels are eroding its coastal area, where much of the agricultural activity is located; recent off-shore oil discoveries threaten to crowd-out non-oil sectors; and a dependency on a limited number of agricultural export commodities exposes the agricultural sector to price and market volatility. The diversification of agricultural production and exports has the potential to generate growth and increase the resilience of the agricultural sector. This study identifies Guyana’s diversification potential using comparative-advantage and export-sophistication metrics, which are combined for a proximity analysis based on Guyana’s production space. The objective is to identify a set of commodities with high export potential, which is in relative proximity to the current agrifood export basket. We find oil seeds, bovine meat, sunflower seed oil, fish flours (for animal feed), palm oil, fowl, cocoa beans, cocoa paste and sunflower seeds to be commodities with high export potential. These commodities share characteristics with the current agrifood export basket. This implies that expanding the exports of these goods will not be costly and is likely to promote economic development, agricultural sector growth and reduce risks associated with market concentration.

In alignment with the FAO Policy on Gender Equality 2020-2030, the Assessment describes women’s and men’s specific roles and opportunities in agriculture, and explores the impact of existing gender inequalities on both women’s empowerment and rural development. Rural women are among the main contributors to food production and food processing in Guyana yet women’s access to both productive resources and services is limited. Furthermore, gaps between policy and implementation, and limited availability of sex disaggregated data and gender-sensitive indicators to inform sound policies and budgets have kept Guyanese women marginalized in many sectors. No baselines mean no measurement of progress in effectively implementing the array of commitments towards gender equality and women’s empowerment in agriculture, food security and nutrition, rural development and management of natural resources. In this Assessment, recommendations are formulated to progressively advance gender equality and support the empowerment of rural women through policy, programming, and organisational strengthening. Conducting an agriculture census and work to improve the systems of collection, production and analysis of age- and sex- disaggregated data pertaining to agriculture and rural development and promoting policy research and analysis to inform policies and strategic planning on gender equality and rural women’s empowerment are only some of the suggestions provided to improve the visibility of rural women’s contributions to their households and to the rural economy and address gender inequalities in the agriculture sector.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth.
