Tuning Priorities in Nuclear Arms Control and Non-Proliferation by A. Nikitin,M.B. Mærli Pdf

This publication contributes to the discussion about better understanding and mutual tuning of Russian and Western approaches to strengthening the nuclear non-proliferation regime, responding to situations like those in Iran and North Korea, synchronizing priorities in the elimination of excessive fissile materials, and, most of all, in the preservation of existing and the development of new agreements in nuclear arms control and nuclear disarmament. An important aspect of this is raising awareness of the current crisis in nuclear arms control. Such international, inter-agency and cross-cultural dialogue provides an opportunity for maintaining the wide-ranging dialogue required for strengthening arms control arrangements – and for establishing new ones with clearly defined and measurable scopes and verification systems.

Security, Arms Control and Defence Restructuring in East Asia by Bjørn Møller Pdf

First published in 1998, this volume examines East Asia, especially Northeast Asia, which has been a region of considerable political security of importance for several key reasons. It features several great and medium powers: China, Japan and Russia, as well as North and South Korea. Even though no arms race is yet discernible among these states (with the partial exception of the two Koreas), it is conceivable that one might commence. If it did, the level of militarization could become quite alarming, if only because of the tremendous and rapidly growing economic potential of the regional states. Even though relations among regional sates (except the two Koreas) are currently peaceful, the region features several unresolved issues (e.g. concerning territory) and a historical legacy of enmity between several states. To prevent such conflicts of interest from erupting into armed conflict is of the utmost importance. A stabilizing factor is that the military potentials in the region are still predominantly defensively oriented, i.e. most states lack the requisite power projection or invasion capabilities to inflict serious harm on each other. However, this might change in the not-so-distant future. Hence the importance of confidence-building measures; of an institutionalization of regional relations; and of a strengthening of commitments to defensive military strategies and postures.

Arms and the Physicist by Herbert F. York Pdf

From the very start, at the age of twenty-one, Herbert York was swept into the century's most daring and dangerous technical achievement, the making of the atomic bomb. In Arms and the Physicist, York takes us backstage to witness key events of our time: to the Manhattan Project for the birth of the atomic bomb; to Lawrence Livermore where the H-bomb was built; to Washington to eavesdrop on how post-war history was being forged; and to Geneva where he tried to stem the madness. Readers will meet some of our greatest heros and villains--Lawrence, Oppenheimer, Weisskopf, Teller, General Groves, President Eisenhower, and a cast of hundreds--friends, colleagues, enemies, who for more than half a century, held the fate of the world in their hands.

Arms Control Policy by Marie Isabelle Chevrier Pdf

In this work, an expert on biological weapons offers a thoughtful examination of the political and technical issues that have affected the implementation of arms control agreements from the 1960s to the present. Arms Control Policy: A Guide to the Issues examines the history of the major arms control treaties since the early 1960s. It offers readers a broad understanding of the ways in which arms control agreements were negotiated and implemented during the Cold War, the international and national events that affected treaty negotiation and implementation, and how the arms control landscape has changed in the war's aftermath. Specifically, the handbook overviews the obligations contained in bilateral U.S.-Soviet/Russian and multilateral arms control agreements covering nuclear and nonnuclear weapons. It also treats such agreements as the Biological Weapons Convention, the Chemical Weapons Convention, the Treaty to Ban Land Mines, and the Treaty to Ban Cluster Munitions. The book concludes with a look at the current challenges in the implementation of arms control agreements and the future of arms control.

WMD Arms Control in the Middle East by Harald Müller Pdf

The Middle East is a hot spot of proliferation. It contains one state assumed to possess nuclear weapons, several states that tried and failed to develop a military nuclear capability, one state under suspicion of trying to do so, and it is the world region that witnessed the most frequent and severe employment of chemical weapons since the end of World War I. Notwithstanding, not a single arms control regime concerning weapons of mass destruction (WMD) covers the region as a whole. Instead we have seen several proliferation-related military operations which have rather contributed to destabilization than served non-proliferation. This volume, written under the auspices of the EU Consortium for Non-Proliferation and Disarmament determines the current state of diplomatic efforts to establish a WMD free zone in the Middle East. In doing so, it provides insights into central actors’ conflicting political positions, thereby explaining the stalemate of efforts to negotiate a WMD-free zone. Chapters written by renowned experts from academia and policy-oriented think tanks, as well as by next-generation Middle East and arms control experts, introduce the subject to the reader, give background information about arms control initiatives, provide technical expertise, and endeavour to make proposals for arms control measures in support of the creation of a Middle East WMD-free zone.

The Arms Race and Nuclear Proliferation by Martin Gitlin Pdf

Following the bombings of Nagasaki and Hiroshima, the twentieth century was haunted by the specter of nuclear annihilation. Locked in a hostile embrace, the U.S. and the USSR engaged in a ruinous arms race preparing for the kind of war no one wanted and no one could win. Though the Cold War ended, the dangers of nuclear proliferation remain, with poorly secured nuclear weapons and materials vulnerable to theft, sale, accident, or misuse. The many debates over the years surrounding the arms race, proliferation, deterrence, and security are collected here to provide readers with a fine-grained sense of the international tensions, political urgency, diplomatic strategies, and global fears that have long underlined the effort to build and maintain nuclear arsenals.
