The role of intellectual property rights (IPRs) has been extensively debated in the literature on technology transfers and agricultural production in developing countries. However, few studies offer cross-country evidence on how IPRs affect yield growth, for example, by incentivizing private-sector investment in cultivar improvement. We address this knowledge gap by testing technology diffusion patterns for six major crops using a unique dataset for the period 1961–2010 and an Arellano–Bond linear dynamic panel-data estimation approach. Findings indicate that both biological and legal forms of IPRs tend to promote yield gap convergence between developed and developing countries, although effects vary between crops.

In the past, governments have usually claimed ownership of hydroelectric resources and passed on the rents to their state-owned utilities, which have used them to expand their systems or provide lower tariffs to their consumers. However, as private companies take over state power utilities, the demand for profit has stifled those concerns. Currently the private sector is building over 40 megawatts of fossil-fuel thermal plants for each new megawatt of hydropower. This report examines the reasons for building fewer hydropower plants and looks at ways to eliminate some of the drawbacks. It studies ten privately financed hydro schemes, which represent all but the smaller projects likely to be considered for private financing in the future. The projects are located in five countries where the power sector is at different stages of maturity and deregulation. They include multi- and single-purpose projects intended for both domestic supply and export.
