This paper examines the composition of primary commodity exports by industrial countries and contrasts this composition with that of the exports by developing countries. Both the share of industrial countries’ commodity exports in world commodity exports, as well as in their own total merchandize exports, is examined over time and across different commodities and geographical areas. The paper then specifies and empirically estimates an econometric model of the demand for and the supply of commodity exports by industrial countries. The model is estimated for five groups of industrial countries and the parameters of the model are compared with those available for the developing countries.

When this work was first published in 1966, there was much interest in various types of commodity agreements and compensatory financing as methods of reducing the effects of export fluctuations on the economies of developing countries. The book concluded that short term fluctuations in export earnings, though perhaps important for some countries, did not appear to be the general problem that had been assumed. If correct, it would suggest that any measures should be carefully designed to fit the situations of countries that were affected and be subjected to cost-benefit analysis. This led to many published and unpublished studies on the issues: some supported, others contradicted the bookâe(tm)s conclusions. The data available now are vastly greater and probably more accurate than pre-1966. However, the work and the issues it raised remain important because most schemes proposed to reduce export instability would be costly and likely to divert resources from uses more obviously aimed at raising economic development in most developing countries.

Does what economies export matter for development? If so, can industrial policies improve on the export basket generated by the market? This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

The purpose of this paper is to describe the role and the operating significance of IMF quotas. Each member of the IMF has a quota, the functions of which are threefold. These functions are interrelated, but the attempt to find a series of figures that would effectively perform all these functions for each member necessitated a large amount of compromise in the determination of quotas. A quota determines the subscription or contribution of each member to the capital of the IMF; and the total of the quotas of all members determines the size of the IMF’s financial resources. Each member is required to pay to the IMF of its quota in gold, and the balance in its own currency. Apart from any retained profits or accumulated losses, quotas directly determine the total assets of the IMF. Assets can be increased only by admitting new members or by increasing the quotas of existing members, though the Fund may under prescribed conditions increase the funds at its disposal by borrowing.

This paper explores the potential linkages between export structure and economic growth and its volatility in LICs and small states, using a range of indices of export concentration differing in the coverage of industries. The empirical analysis finds that export diversification may promote economic growth and reduce economic volatility in these countries. Furthermore, the analysis demonstrates that the economic benefits of export diversification differ by country size and income level—there are bigger benefits for relatively larger and poorer countries within the group of LICs and small states.
