A general approach to economic analysis of projects is presented, including the basic notions of cost-benefit analysis in the context of project analysis. A systematic and consistent estimation and application of shadow prices is needed, and suggestions are made for incorporating distributional effects, as well as the customary efficiency components, into shadow prices. Social rates of return can then be calculated, taking into account the distributional impact of various projects, an aspect ignored in the usual economic rates of return as derived from efficiency prices. Shadow prices are derived to reflect a wide range of economic conditions and value judgments concerning basic policy objectives pertaining to growth and distribution. Uncertainty, sensitivity, and risk must also be evaluated in project analysis. An appendix addresses the technical derivation of shadow prices.

Economic analysis is a critical component of a comprehensive project or program evaluation methodology that considers all key quantitative and qualitative impacts of highway investments. It allows highway agencies to identify, quantify, and value the economic benefits and costs of highway projects and programs over a multiyear timeframe. This research was conducted to provide the Indiana Department of Transportation (INDOT) with a uniform economic analysis methodology. The developed economic evaluation model applies the methodology of life-cycle benefit cost analysis to perform economic analysis for proposed highway projects. As a result of this research, an Excel based computer program, the Indiana Highway Economic Evaluation Model (IHEEM), was developed to provide a convenient tool for INDOT personnel to implement the method. The main costs and benefits contained in the model are agency costs and user benefits. Agency costs include initial costs, routine maintenance costs, rehabilitation costs, and remaining value of the facility. User benefits contain travel time savings, vehicle operating cost savings, and crash reduction savings. In addition to the deterministic method for cost and benefit analysis, an alternative probabilistic approach was also developed and incorporated into IHEEM so that the outputs can be expressed as ranges of values with likelihoods of occurrence.

This textbook is a translation of the German textbook "Rechnen fUr Lagerstattenkundler und Rohstoffwirtschaftler, Teil 1" published by the Ellen Pilger Publishing Company. Those passages in the German edition which were especially written for the German readership were transform ed for English speaking readers. Compared with the German edition many chapters have been slightly amended. The main new additions in this English version are the chapter on linear optimization in Chapter 10.2 and Chapter 12 on the comparison of ore deposits. The textbook is intended for the economic geologist who deals with the evaluation of deposits at an early stage of development. Once an ex ploration project has reached the feasibility stage, the exact calculations of the deposit, the technical and economic assessment will be performed by a team of geologists, mining engineers, metallurgists, and economists. In the early stages of exploration, however, any evaluator of deposits has to be able to cover the whole spectrum himself. Since only order of magnitude parameters are available at this stage, the calculations can only yield order of magnitude results. Precise calculations would even be misleading, since the evaluation does not yet aim at accurate economic assessment but at making the right decision: should the investigation be abandoned or should it be continued at higher costs and with more detailed methods.
