The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

The world remains in the grip of the COVID-19 pandemic and a seemingly accelerating pace of climate change, both of which underscore the need for increased global cooperation and dialogue. Solutions to these global problems must involve all countries and all regions, especially sub-Saharan Africa, with the world’s least vaccinated population, most promising renewable energy potential, and critical ecosystems. Sub-Saharan Africa’s economy is set to expand by 3.7 percent in 2021 and 3.8 percent in 2022. This follows the sharp contraction in 2020 and is much welcome, but still represents the slowest recovery relative to other regions. In particular, the economic outlook points to divergences at three levels: between sub-Saharan Africa and other regions, within sub-Saharan Africa, and within countries. These divergences reflect the region’s slower vaccines rollout, more limited fiscal space, and regional disparities in resilience. The outlook remains extremely uncertain, and risks are tilted to the downside. In particular, the recovery depends on the path of the global pandemic and the regional vaccination effort, food price inflation, and is also vulnerable to disruptions in global activity and financial markets. Looking ahead, sub-Saharan Africa’s potential remains undiminished. The region is at a critical juncture to implement bold transformative reforms to capitalize on this potential.

Cette reprise suit la forte contraction observée en 2020 et est la bienvenue, mais elle reste la plus lente parmi toutes les régions. En particulier, les perspectives économiques présentent des divergences à trois niveaux : entre l’Afrique subsaharienne et les autres régions, au sein de l’Afrique subsaharienne et au sein des pays d’Afrique subsaharienne. Ces divergences tiennent à des campagnes de vaccination plus lentes, à un espace budgétaire plus restreint et à des disparités régionales sur le plan de la résilience. Les perspectives demeurent extrêmement incertaines et risquent d’être révisées à la baisse. As soluções para estes problemas globais têm de envolver todos os países e todas as regiões, em especial a África Subsariana, que tem a menor percentagem de população vacinada do mundo, o potencial mais promissor em matéria de energias renováveis e ecossistemas críticos. A economia da África Subsariana deverá crescer 3,7% em 2021 e 3,8% em 2022. Após a forte contração registada em 2020 esta retoma é muito bem-vinda, mas continua a representar a recuperação mais lenta face a outras regiões. Em particular, as perspetivas económicas apontam para divergências a três níveis: entre a África Subsariana e outras regiões, na África Subsariana e dentro dos países. Estas divergências refletem o ritmo de vacinação mais lento na região, um espaço orçamental mais limitado e disparidades regionais em matéria de resistência. As perspetivas continuam extremamente incertas e os riscos estão inclinados no sentido descendente. A recuperação depende, em especial, da trajetória da pandemia a nível mundial e do esforço de vacinação à escala regional, da inflação dos preços dos produtos alimentares, sendo igualmente vulnerável a perturbações na atividade mundial e nos mercados financeiros. Numa análise prospetiva, o potencial da África Subsariana mantém-se intacto. A região encontra se num momento crítico para implementar reformas transformadoras arrojadas e tirar partido deste potencial.
