Turning Back the Clock by James D. Alger,Naval Postgraduate School (U.S.) Pdf

This thesis is a single case study analyzing the impact of sanctions on Iraq's current and projected future economy. The evidence presented indicate sanctions caused long-term economic devastation, but appear incapable of promoting political change. The paper outlines Iraq's economy in four sections. The first, demonstrates the nation's economic position prior to sanctions showing Iraq's vulnerability to international pressure and economic isolation. Next, sanctions are defined, illustrating the reasons, the variety and demonstrating their comprehensive application. The third section details the current economy after six years of unified global embargo and looks at Saddam Hussein's desperate attempt to generate foreign exchange despite multinational opposition. Finally, the paper projects Iraq's ability to promote economic recovery following the removal of sanctions. Evidence concludes that Iraq's economic growth potential for the next three decades has been stymied, thereby, making economic sanctions unnecessary. The hard-line U.S. stand against Iraq, is preventing the settlement of war reparations, imposing a generation of Iraqi people to poverty and causing friction among our allies. As the second term of the Clinton administration begins, perhaps now is the time to develop a new U.S. regional strategy.

Invisible War by Joy Gordon Pdf

The economic sanctions imposed on Iraq from 1990 to 2003 were the most comprehensive and devastating of any established in the name of international governance. In a sharp indictment of U.S. policy, Gordon examines the key role the nation played in shaping the sanctions.

A Different Kind of War by Graf Hans-Christof Sponeck Pdf

""In this sober and impressive study, Sponeck reminds us of the provisions of the Hague Convention of 1907 that bar any penalty inflicted on people for actions for which they are not responsible...he demonstrates with care and precision that the UN Security Council...radically violated these minimal conditions of civilized behavior in their sanctions program directed against the tortured population of Iraq...It is necessary reading...And immensely sad"". - Noam Chomsky ""This is one of the most important books I can remember. Hans von Sponeck, one of the UN's most senior and respected officials, who resigned rather than carry out inhuman US Administration-driven policies against the ordinary people of Iraq, has blown the whistle on one of the greatest acts of aggression...you will understand the danger the world faces from an imperialist power."" - John Pilger H. C. von Sponeck, the former "UN Humanitarian Coordinator for Iraq," explores the UN's sanction policies against Iraq, their consequences, and the domestic conditions during this period. His extensive research is based on previously unpublished internal UN documents and discussions with UN decision makers (such as General Secretary Kofi Annan), Iraqi officials and politicians (including Saddam Hussein), and ordinary Iraqis. The author's findings question who really benefited from the program, what role the UN Security Council and its various member states played, and whether there were then and are today alternatives to the UN's Iraq policies. H. C. von Sponeck worked for the United Nations for more than 30 years and in 1998 was appointed UN Assistant Secretary General. During his service he worked for the UN Development program in Ghana, Turkey, Botswana, Pakistan and India. Since his resignation he has served as a member of the board of trustees of various non-governmental organizations, as an adviser for multilateral issues, and as a consultant for personnel development in international organizations.

The Scourging of Iraq by G. Simons Pdf

The Scourging of Iraq describes the impact of the 1991 Gulf War and subsequent economic sanctions on the Iraqi people. Evidence is presented to show that food and medicine are being denied to the civilian population, and that this involves a gross violation of the 1977 Protocol 1 addition to the 1949 Geneva Convention, which includes the words: 'Starvation of civilians as a method of warfare is prohibited'. Sanctions are considered in a historical, political and legal context, with particular attention to how the economic blockade may be seen as a criminal violation of UN resolutions and the UN Genocide Convention.

Sanctioning Saddam by Sarah Graham Brown Pdf

Throughout the 1990s, Iraq has been the target not only of military attack but of the most draconian and protracted economic embargo ever imposed by the international community. In the immediate aftermath of the Gulf War, the embargo was accompanied by an effort to provide aid to the Iraqi people and to protect them against human rights abuses: an initiative that seemed to break new ground in providing protection for civilians in a situation of conflict. Yet the outcome of the international community's efforts has fallen short of the promise. Why has there been such a large gap between the rhetoric and reality? How exactly have the combinatin of economic sanctions, international humanitarian aid and limited protection of civilians affected Iraq? What lessons can be drawn from the experience? This is the most carefully documented, comprehensive account of the consequences of intervention in Iraq during the 1990s. It examines not only the record of intervention but also the complicated political context which has shaped international policy and the Iraqi response to it, and which has made events seem so unpredictable.

Genocide in Iraq by Abdul-Haq al-Ani,Tarik al-Ani Pdf

Imposing sanctions on Iraq was one of the most heinous of crimes committed in the 20th century. Yet it has received little attention in the Anglo-American world. Despite the calamitous destruction resulting from the sanctions, no serious attempts by legal professionals, academics or philosophers have been undertaken to address the full scope of the immorality and illegality of such a criminal and unprecedented mass punishment. Genocide in Iraq offers a comprehensive coverage of Iraq’s politics, its building, its destruction through aggression and sanctions, and an analysis of the legality of these sanctions from the point of view of international laws and human rights laws. It presents a detailed policy analysis indicating how, under Ba’ath rule, Iraq had risen to become-be fore 12 years of total sanctions were globally enforced-the most progressive and developed Arab nation in the Middle East. It then contrasts that rising nation to the devastated remains left in the aftermath of sanctions, which nonetheless was yet to endure, in 2003, the full force of the American “shock and awe” invasion. The book explains why, in modern times, imperialist powers felt it was necessary to occupy Baghdad. It also puts forward the uniqueness of Iraq as at the heart of both Sunni and Shi’a theology, arguing it was this very centrality of Iraq, which far outweighs the significance of Arabia in socio-economic, religious and geostrategic dimensions, that at the same time makes Iraq a target. It details the building of Iraq by the Ba’ath regime, part of which was done with remarkable speed, putting to rest the argument that other countries in the area were developed at a similar pace. It also details the devastation of Iraq by 2003 after 12 years of sanctions-a devastation so dreadful that by the UN’s own accounting, some 500,000 child deaths were due to it; a devastation so pervasive and overwhelming that two of the UN’s own key administrators of the sanctions program, Dennis Halliday and Hans von Sponeck, resigned in protest.

Women in Iraq by Yasmin Husein Al-Jawaheri Pdf

Since the removal of Saddam Hussein from power, Iraq has seen an explosion of violence and intimidation against women. However, as al-Jawaheri demonstrates in this original and important book, this development should not have taken people by surprise. The deterioriation of gender relations was in fact an overlooked by-product of a decade of international sanctions. Interviewing women of all different ages and backgrounds, al-Jawaheri examines the impact of the UN economic sanctions on family relations, gender violence, domestic responsibilities and employment practices. She shows that by restricting women's ability to participate in education and in the labour force, sanctions reinforced conservative gender roles. She shows how the 2003 war and upsurge in sectarianism intensified this problem, and assesses the future prospects for women's rights in Iraq.

Economic Sanctions by Kristina Lyn Heitkamp Pdf

Economic sanctions, the withdrawal of established trade relations, have been used as a nonviolent strategy by governments around the world to varying success. The United States alone has twenty-six sanction programs in place today. Programs have recently shifted toward "smart" sanctions, with a goal of eliminating the suffering of civilians. The expert viewpoints in this enlightening resource examine, from an international perspective, whether or not economic sanctions are effective, in what situations they work best, and what other solutions might be more effective.
