En s'inspirant de la définition du principe de précaution, elle examine l'optimalité de stratégies qui consistent à prévenir un risque sans attendre de disposer d'informations tangibles sur ce risque. Cette nouvelle norme de gestion des risques - agir avant de savoir - est mise à l'épreuve de la théorie formalisée dans des modèles d'inspiration diverse. Les trois premiers chapitres dégagent les concepts économiques de base relatifs à la notion de précaution qui existent dans la littérature. Le chapitre 1 présente la notion de "prudence". Le chapitre 2 porte sur la valeur de l'information. Le chapitre 3 est consacré à l'étude de l'effet d'irréversibilité. Le chapitre 4 propose une application du principe de précaution au problème du réchauffement du climat. Nous mettons en scène un agent en charge de décider du niveau des émissions de CO2 de la société. Comment la perspective de recevoir des informations scientifiques nouvelles sur le risque d'effet de serre altère-t-elle le calendrier optimal des émissions ? A ce jour, les études sur cette question proposaient des analyses basées sur la simulation. Celles-ci ont largement suggéré le report des abattements des émissions. Le modèle présenté dans ce chapitre permet de distinguer les différents effets en présence. Si la forme de la fonction d'utilité est telle que le décideur est "suffisamment prudent", ces effets se combinent de telle sorte qu'ils encouragent la réduction immédiate des émissions, donnant ainsi une assise économique au principe de précaution. Les deux derniers chapitres explorent des stratégies de précaution dans des modèles d'investissement. Le chapitre 5 envisage la possibilité de limiter la consommation présente en vue d'investissements risques futurs. Le chapitre 6 considère celle d'investir dans un actif de rendement certain pour se prémunir contre les fluctuations financières. Dans ces deux chapitres, nous montrons, comme dans le chapitre 4, que l'effet global de l'information sur une séquence de décisions financières est entièrement déterminé par le type de fonction d'utilité sélectionné.

Orio Giarini The "Geneva Association" (International Association for the Study of Risk and Insurance Economics) was founded in 1973. The main goal was to stimulate and organize objective research in the field of risk, uncertainty, and insurance, in a world in which such issues were clearly becoming of greater and greater relevance for all economic actors. This was a pioneer ing effort, especially as economic theory and the teaching of economics were still anchored to the key notion of general equilibrium under an assumption of certainty. Thus, we had to start our work almost from scratch. One of the first initiatives was to bring together in Geneva, in June of 1973, all the academics in Europe already involved in risk and insurance economics. We found eight from five different countries who never had met before. This seminar chaired by Raymond Barre, the first president of The Geneva Association, was the first of an annual series that became known as the seminar of "The European Group of Risk and Insurance Economists." Since then more than 100 economists from most European countries as well as participants from two other continents and in particular from the United States have taken part in this seminar.
