Homeland security critical design and implementation issues by Anonim Pdf

This document discusses one of the most important issues of our time, the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation effort that our government must make to address emerging security, economic, demographic, scientific, technological, fiscal and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effective public services. In the months since the horrible events of September 11th, the President and the Congress have responded with important and aggressive actions to protect the nation, including creating an Office of Homeland Security (OHS), passing new laws such as the USA Patriot Act and an initial emergency supplemental spending bill, establishing a new agency to improve transportation security, and working with unprecedented collaboration with federal, state, and local governments, private sector entities, non-governmental organizations, and other countries to prevent future terrorist acts and to bring to justice those individuals responsible for such terrible acts.

Department of Homeland Security by Bernice Steinhardt Pdf

Significant management challenges exist for the Dept. of Homeland Security (DHS) as it continues to integrate its varied management processes, policies, and systems in areas such as financial management and information technology. These activities are primarily led by the Under Sec. for Management (USM). This report examined: (1) the extent to which DHS has developed a comprehensive strategy for management integration that includes the characteristics recommended in a 2005 report; (2) how DHS is implementing management integration; and (3) the extent to which the USM is holding the dept. and component management chiefs accountable for implementing management integration through reporting relationships. Homeland Security Handbook by Jack Pinkowski Pdf

Blinded by emotional rhetoric, political posturing, and genuine fear, previous efforts to defend our way of life against aggressors intent on inflicting personal and economic destruction have proven, in hindsight, to be misguided, panicked, and reactionary. Evaluation and assessment to date is largely focused on reviewing government documents, doing little to alleviate the distorted perspectives from which we vainly attempt to invoke workable policy. In contrast to much of the current literature, Homeland Security Handbook takes a sober, analytical look at the policies, results, and lessons learned in what is still a nascent field. This comprehensive reference considers the myriad factors, implications, and ramifications involved with the practical and effective protection of our safety. Dividing contributions into five sections, this book— Provides an overview and historical perspective of the worldwide threat of terrorism and debates the necessity and danger of highly-centralized government response Explores specific threats to homeland security including the exploitation of our own vulnerabilities. It explores the insidious effect of psycho-terrorism and challenges the economic and military wisdom of launching armies against a nation-less and nebulous threat Offers practical, reasoned advice from practitioners and academic experts on planning, preparedness, prevention, and recovery Reviews supporting case studies from local and foreign governmental response to security and border control Quantifies the cost of homeland security in terms of funding, as well as the hardships incurred by rash and biased actions Conscious of the multi-faceted nature of the problem, the editor combines theory and practice to address concerns in border and transportation security, emergency preparedness and response, and infrastructure protection.

Homeland security proposal for cabinet agency has merit, but implementation will be pivotal to success by Anonim Pdf

This report discusses the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation that the government must make to address emerging fiscal, economic, demographic, scientific, technological and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effect public service. This report focuses on two major issues that Congress should review in deliberations on creating a new cabinet department principally dedicated to homeland security (1) the need for reorganization and the principles and criteria to help evaluate what agencies and missions should be included in or left out of the new Dept. of Homeland Security and (2) issues related to the transition, cost and implementation challenges of the new department.

Review of the Department of Homeland Security's Approach to Risk Analysis by National Research Council,Committee to Review the Department of Homeland Security's Approach to Risk Analysis Pdf

The events of September 11, 2001 changed perceptions, rearranged national priorities, and produced significant new government entities, including the U.S. Department of Homeland Security (DHS) created in 2003. While the principal mission of DHS is to lead efforts to secure the nation against those forces that wish to do harm, the department also has responsibilities in regard to preparation for and response to other hazards and disasters, such as floods, earthquakes, and other "natural" disasters. Whether in the context of preparedness, response or recovery from terrorism, illegal entry to the country, or natural disasters, DHS is committed to processes and methods that feature risk assessment as a critical component for making better-informed decisions. Review of the Department of Homeland Security's Approach to Risk Analysis explores how DHS is building its capabilities in risk analysis to inform decision making. The department uses risk analysis to inform decisions ranging from high-level policy choices to fine-scale protocols that guide the minute-by-minute actions of DHS employees. Although DHS is responsible for mitigating a range of threats, natural disasters, and pandemics, its risk analysis efforts are weighted heavily toward terrorism. In addition to assessing the capability of DHS risk analysis methods to support decision-making, the book evaluates the quality of the current approach to estimating risk and discusses how to improve current risk analysis procedures. Review of the Department of Homeland Security's Approach to Risk Analysis recommends that DHS continue to build its integrated risk management framework. It also suggests that the department improve the way models are developed and used and follow time-tested scientific practices, among other recommendations.
