Aussi, le lecteur averti, conclura-t-il que la PEV s'ordonne à deux objectifs différents, encore que complémentaires sur le plan d'une nouvelle approche géopolitique et géoéconomique de l'Union: offrir aux pays non européens un instrument innovant, dynamique et évolutif, de mises en réseau multivariées autour de l'Union, même si les faibles moyens, actuellement déployés, risquent d'anéantir cette ambition d'innovation ; réussir, face aux pays européens, aspirant à l'adhésion, à imposer, compte tenu de la présente incapacité d'" absorption ", une pause dans le processus d'élargissement, avec l'espoir de pouvoir ainsi mieux circonscrire, "à froid" les frontières de l'Union et celles, bien différentes, de l'Europe. Comme le souligne si éloquemment un des coauteurs de ce livre, la PEV propose un nouveau cadre de relations à ses voisins, cadre qui se situe, pour les uns, en deçà de l'adhésion et, pour les autres, au-delà de l'association.
