The Electronic Communications Code by Great Britain: Law Commission Pdf
In this report The Electronic Communications Code the Law Commission makes recommendations to form the basis of a revised Electronic Communications Code, which was originally enacted in 1984 to regulate landline telephone provision. It sets out the regime that governs the rights of designated electronic communications operators to maintain infrastructure on public and private land. In modern times, it applies to the infrastructure forming networks which support broadband, mobile internet and telephone, cable television and landlines. The current Code has been criticized by courts and the people who work with it as out of date, unclear and inconsistent with other legislation. This project focuses on private property rights between landowners and electronic communications providers, it does not consider planning. The aims of the reforms are: to provide a clearer definition of the market value that landowners can charge for the us

The Liberalisation of the Telecommunications Sector in Sub-Saharan Africa and Fostering Competition in Telecommunications Services Markets by Rachel Alemu Pdf
This study investigates whether the existing regulatory framework governing the telecommunications sector in countries in Sub-Saharan Africa effectively deals with emerging competition-related concerns in the liberalised sector. Using Uganda as a case study, it analyses the relevant provisions of the law governing competition in the telecommunications sector, and presents three key findings: Firstly, while there is comprehensive legislation on interconnection and spectrum management, inefficient enforcement of the legislation has perpetuated concerns surrounding spectrum scarcity and interconnection. Secondly, the legislative framework governing anti-competitive behaviour, though in line with the established principles of competition law, is not sufficient. Specifically, the framework is not equipped to govern the conduct of multinational telecommunications groups that have a strong presence in the telecommunications sector. Major factors hampering efficient competition regulation include Uganda’s sole reliance on sector-specific competition rules, restricted available remedies, and a regulator with limited experience of enforcing competition legislation. The weaknesses in the framework strongly suggest the need to adopt an economy-wide competition law. Lastly, wireless technology is the main means through which the population in Uganda accesses telecommunications services. Greater emphasis should be placed on regulating conduct in the wireless communications markets.

Public Administration in Africa by Shikha Vyas-Doorgapersad,Lukamba-Muhiya. Tshombe,Ernest Peprah Ababio Pdf
With contributions from leading regional scholars, Public Administration in Africa: Performance and Challenges examines the complexities of the art of governance from the unique African perspective. The editors bring together a cohesive study of the major issues and regions by taking an analytic approach with the strong problem-solution application. Regions addressed range from South Africa, Congo, Uganda, Nigeria, Ghana, Mauritius, and Botswana. Themes include colonialism, reform, poverty, economy, decentralization, financing, media, political structures, and more. Beginning with an analysis of the relationship of policy design and its destination, service delivery, the book discusses the historical development of a state that has gone through upheavals in government and explores a decayed political economy that ultimately results in a need for sweeping measures. The text examines the issues emerging policy-makers in Africa must tackle, namely poverty and the denial or lack of resources to keep a dignified human life. It highlights how the media can be a catalyst for good governance and provides analytical aspects of implementing good governance reforms. The book concludes with an examination of the concepts of decentralization and devolution in measuring service delivery performance and an exploration of Africa’s economic success story. It also details the African Peer Review Mechanisms in selected African countries and provides a holistic analysis of local government functioning in Africa. These features and more make it an interdisciplinary reference for diverse social, economic, political, and administrative issues.
