Rapid City Army Air Base was constructed in 1942 and used as a training location for B-17 Flying Fortress heavy bomber aircrews throughout the duration of World War II. After the war, the newly renamed Rapid City Air Force Base (AFB) led the nation's strategic bombardment force, deploying B-29 Superfortresses to Britain during the Berlin Blockade and later flying the B-36 Peacemaker heavy bomber. In 1953, Pres. Dwight D. Eisenhower renamed the base for Brig. Gen. Richard E. Ellsworth, who was killed during a mission over Burgoyne's Cove, Newfoundland. From 1960 to 1994, Ellsworth AFB was a Strategic Air Command superbase containing two legs of the American Strategic Nuclear Triad--heavy bomber aircraft (B-52 Stratofortresses and B-1B Lancers) and land-based intercontinental ballistic missiles (Titan and Minuteman). Today, the personnel at Ellsworth AFB continue to build upon the storied legacy of the South Dakota base, projecting American airpower around the world.

Hill Air Force Base is located 30 miles north of Salt Lake City, Utah. It was named in honor of Maj. Ployer Peter Hill, who was killed in a crash of a Boeing B-17 at Wright Field. In World War II, the base became a maintenance, supply, and temporary surplus aircraft storage depot. Hill supported US forces in the Korean and Vietnam conflicts. It also became a maintenance and support facility for the Air Force's turbojet aircraft and missiles during the Cold War. One of the base's important missions is support for the Utah Test and Training Range. Currently, Hill Air Force Base has 78 F-35s assigned to the 388th and 419th Fighter Wings.

In November 1991 the American flag was lowered for the last time at Clark Air Base in the Philippines. This act brought to an end American military presence in the Philippines that extended back over 90 years. Ultimately, this study is about a smaller Vietnam War than that which is commonly recalled. It focuses on expectations concerning the impact of air power on the ground war and on some of its actual effects, but it avoids major treatment of some of the most dramatic air actions of the war, such as the bombing of Hanoi. To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Lastly, some may find one or another form of air power either slightly or insufficiently treated. Such criticisms are beside the point, for the objectives of this study are to explore a comparatively neglected theme—the impact of air power on the ground—and to encourage further utilization of lessons drawn from the Vietnam experience.
