Antimicrobial resistance (AMR) is a major global threat to humans, animals, plants, food systems and the environment. Without investment and commitments from countries globally to address this challenge, AMR will continue unabated. The Antimicrobial Resistance Multi-Partner Trust Fund (AMR MPTF) has successfully begun the essential work to address this challenge. With the overall goal of “having reduced levels of AMR and slower development of resistance” in 10 years’ time, the AMR MPTF has seen, in 2021, the initial steps towards this goal, with capacity built in 8 countries, and coordinated steppingstones under the global programme. Despite continuous restrictions caused by the coronavirus disease 2019 (COVID-19) pandemic, throughout 2021 collaboration between the Quadripartite organizations – the Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (OIE), the United Nations Environment Programme (UNEP) and the World Health Organization (WHO) – sustained strong implementation progress at global, regional and country level. Progress against the overarching AMR MPTF results matrix is now being reported for the first time. This was possible through the financial partnership of the Governments of Netherlands, the United Kingdom (using UK aid funding through the Fleming Fund), Sweden (including through the Swedish International Development Cooperation Agency – Sida) as well as Germany (through the German Agency for International Cooperation – GIZ).

In combination, the emerging set of legal mechanisms discussed with counterparts from various ministries promises to significantly modernize the entire public health emergency preparedness and response system. Information provided in the Self-Assessment Report and during meetings with national counterparts provided ample evidence of active involvement of numerous ministries with the legislative body and president's office; there appears to be a strong, concerted national effort to achieve public health goals and ultimately meet Kyrgyzstan's obligations under the International Health Regulations (IHR) 2005.

Article 54 of the IHR request that States Parties and the Director-General shall report to the World Health Assembly (WHA) on the implementation of these Regulations as decided by the WHA. In 2008, the WHA, through the adoption of Resolution WHA61(2), and later on 2018 with the Resolution WHA71(15), confirmed that “that States Parties and the Director-General shall continue to report annually to the WHA on the implementation of the International Health Regulations (2005), using the self-assessment annual reporting tool”. The IHR State Party self-assessment annual reporting tool (SPAR) is intended to support State Parties to fulfil these obligations. The submission of IHR Annual Reports using the SPAR tool allows the WHO Secretariat to compile a consistent report for the WHA. The second edition of SPAR (2021) has 15 capacities and 35 indicators compared to 13 capacities and 24 indicators in the previous version used from 2018 to 2020 reporting periods. The summary of results from the annual reports have been used to report to the World Health Assembly since 64th WHA in 2010, and country profiles have been made available on the e-SPAR platform, the Strategic Partnership for Health Security and Emergency Preparedness (SPH) Portal and WHO Global Health Observatory (GHO) data web page.
