Creating Jobs in the Private Sector by Surendra Gera,Economic Council of Canada Pdf
From the mid 1970s to the mid 1980s, direct job creation programs have grown in Canada to provide jobs for both the structurally and cyclically unemployed. The Canadian Employment Tax Credit Program (ETCP), was a temporary wage subsidy scheme, offering tax credits of up to $2.00 an hour, designed to stimulate incremental employment in all Canadian regions. This study conducts a comprehensive empirical evaluation of the 1978-81 ETCP with three objectives: to evaluate the efficiency of the program in terms of the social benefits and social costs it generated; to determine the net or incremental employment effect of the ETCP; and to discuss improvements for the employment prospects of program participants.

Designing Inclusion by Edmund S. Phelps Pdf
An inclusion failure has become highly visible in the advanced economies of the West. Too many able-bodied people are subject to chronic joblessness and, when employed, cannot earn a living remotely like that in the mainstream of the population. One policy response has been to give such workers a range of goods and services without charge, another has been to single out some groups for tax credits tied to their earnings. However, many of the welfare programs actually weaken people's incentive to participate in the labour force and wage-income tax credits appear to have made hardly a dent in joblessness. This volume brings together leading economists to present four studies of methods to rebuild self-sufficiency and boosting employment: a graduated employment subsidy, a hiring subsidy and subsidies for training and education. It is of interest to anyone with a serious interest in the economics of subsidies to raise inclusion.

In 2003 the government is due to launch a major new strand of welfare strategy by introducing an employment tax credit for low-income people in work. This follows the growth of support for low-income workers over the past 30 years, which so far however has aimed mainly at helping children, but the new credit will be available to childless families too.
