The importance of an enabling environment for effective nutrition advocacy is well-recognized, and several key elements of such an environment have been well-established in existing research. However, nutrition policies are multi-faceted, and advocates may target different elements of the policy process, from agenda setting to design to implementation. As a result, enabling environments are neither uniform nor static. Drawing on 66 interviews with a diverse group of stakeholders in Nigeria at the federal and subnational level, we examine some of the factors that have facilitated or hindered the ability of advocates to influence policy implementation in the domains of infant and young child feeding (IYCF) and large-scale food fortification. In doing so, we show the importance of considering the politics, institutions, and resources specific to discrete policy categories as well as the characteristics of the broader policy system in which advocates are operating. By working across these two levels, advocates can both be reactive to the prevailing enabling environment as well as proactively consider strategies for overcoming obstacles.

Understanding the context-specific causes of child malnutrition, including those related to political commitment and program and policy coherence, is essential for effectively reducing the prevalence of nutrition-related problems such as stunting and anemia and their subsequent negative impacts on human and national development. Between 2005 and 2015 Rwanda made substantial progress in reducing malnutrition, reducing stunting and anemia among children < 5 years of age by 14 and 15 percentage points, respectively. Despite these improvements, stunting and anemia remain important nutrition issues for young children in Rwanda with the prevalence of stunting (38%) among the highest in the world [8]. Furthermore, stunting reduction has varied across the country with some districts experiencing declines in stunting (“reduced stunting districts”), while in others stunting has either increased or stayed the same (“non-reduced stunting districts”). To facilitate greater progress in reducing child malnutrition in Rwanda, we conducted a Stories of Change Study which aimed to document the drivers of stunting and anemia reduction in Rwanda, understand what may have contributed to the variation in stunting reduction across districts, and to understand the remaining nutrition problems and the potential barriers and facilitators to future progress. The overall goal is for these results to be used by program implementers and policymakers to refine programs and policies to further reduce child malnutrition in Rwanda. This study was modeled after similar studies conducted in Bangladesh, Ethiopia, Odisha (India), Nepal, Senegal, and Zambia under the Stories of Change in Nutrition project.

The Meeting the Undernutrition Challenge (MUCH) programme, funded jointly by the United States Agency for International Development (USAID) and the European Union, had the overall objective to improve the enabling environment to eradicate food insecurity and malnutrition in Bangladesh. The programme enhanced a national policy shift toward addressing nutrition by improving policy processes with more participation of civil society and subnational stakeholders, enriching policy and programming to address needs throughout the country. The programme supported significant enhancement of technical capacities to gather and analyze food security and nutrition evidence, innovative approaches for engaging students in nutrition learning activities, and improved the links between research and policy-making. Subnational capacity development support was initiated in the middle of the programme, identifying important opportunities for impactful multi-stakeholder collaboration on implementing national policy. The evaluation noted important effort on gender issues, but pointed out that emphasizing women’s empowerment and gender equity within all FSN programming is critical to success. To eradicate food insecurity and malnutrition throughout Bangladesh more work is especially needed in formalizing improved food-sector collaboration and multi-stakeholder governance mechanisms to continuously develop, learn, share and implement good practice at all levels.

Small and medium agrifood enterprises (SMAEs) such as processors, transporters and other service providers, play an important role in achieving sustainable development objectives. For instance, they connect farmers to urban markets; make significant investments in rural areas; provide employment to vulnerable populations such as women and youth; and propel the modernization of agrifood value chains. In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'. The analyses were carried out using a multidisciplinary agrifood systems approach, which looks at policies and institutions related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Due to its well-articulated policy documents and the extensive research on various aspects of the business enabling environment conducted in the country, Senegal represents a compelling case to illustrate the links between policies and the activities of agrifood processors.

Few challenges facing the global community today match the scale of malnutrition, a condition that directly affects 1 in 3 people. Malnutrition manifests itself in many different ways: as poor child growth and development; as individuals who are skin and bone or prone to infection; as those who are carrying too much weight or whose blood contains too much sugar, salt, fat, or cholesterol; or those who are deficient in important vitamins or minerals. Malnutrition and diet are by far the biggest risk factors for the global burden of disease: every country is facing a serious public health challenge from malnutrition. The economic consequences represent losses of 11 percent of gross domestic product (GDP) every year in Africa and Asia, whereas preventing malnutrion delivers $16 in returns on investment for every $1 spent. The world’s countries have agreed on targets for nutrition, but despite some progress in recent years the world is off track to reach those targets. This third stocktaking of the state of the world’s nutrition points to ways to reverse this trend and end all forms of malnutrition by 2030.
