Migration reconfigures care relationships as people adapt to employment, entitlements and care practices in a new context. While a rich genre of analysis of "global care chains" draws attention to how disadvantaged female migrant care workers from the global South fill the "care deficit" in high-income countries, these analyses tend to privilege care services and arrangements in the global North and the migrant as the provider of care. In contrast, there is little research on how migrants from developing countries meet their own and their families' care needs, irrespective of whether they are paid care workers in the destination. In particular, we know little about the care needs of unskilled or semi-skilled migrant workers and refugees who occupy the less privileged circuits of contemporary global mobility and who are often marginalized from state social policies that address care needs. This paper offers an analysis of the effects of migration on the care needs and relationships of Ethiopian migrant mothers and their families and their access to childcare in destination countries. Specifically, it draws on empirical research on the experiences of Ethiopian migrant domestic workers who have children while in Lebanon and the experiences of Ethiopian women refugees with children who have resettled in Australia.

At a time when policies are increasingly against it, international migration has become the subject of great public and academic attention. This book departs from the dominant approach of studying international migration at macro level, and from the perspective of destination countries. The contributors here seek to do more than 'scratch the surface' of the migration process, by foregrounding the voices and views of Ethiopian youth-potential migrants and returnees-and of their sending communities. The volume focuses on the perspective and agency of these young people, both potential migrants and returnees, to better understand migration decision-making, experiences and outcomes. Since it was never colonized – aside from the Italian occupation of 1936-1941 – Ethiopia’s economy and society were not directly impacted by the ebb and flow of the global economy, and thus never generated international migration. Beginning in the 1970s, due to factors such as famine, rural poverty, civil war, and political repression, an unprecedented number of Ethiopian migrants began to leave their country in search of better, more secure lives. Worldwide, women migrant domestic workers (WMDWs) occupy a weak position in the global economy due to intersections of gender, race, and global economic inequalities. Lebanon hosts more than 250,000 WMDWs who are recruited and employed through the infamous Kafala system that binds a worker to one employer. With Lebanon’s economic crisis, a large number of WMDWs are currently working as freelancers whereby giving and receiving support from other workers plays a crucial role in their adaptation and economic survival. This study is a component of an international evaluation of the Work in Freedom Project carried out by the International Labour Organization. It focuses on Lebanon and aims to assess the impact of the project on the ability of WMDWs in Lebanon to maintain viable social networks and organize collectively. Its main objective is to investigate the different ways in which WMDWs have maintained social networks and engaged in collective organizing efforts (at the individual, meso- and macro-levels), to improve their lives and to ensure non-exploitative work conditions.

This book provides rich and provocative comparative studies of South and Southeast Asian domestic workers who migrate to other parts of Asia. These studies range from Hong Kong, Macau, and Singapore, to Yemen, Israel, Jordan, and the UAE. Conceptually and methodologically, this book challenges us to move beyond established regional divides and proposes new ways of mapping inter-Asian connections. The authors view migrant workers within a wider spatial context of intersecting groups and trajectories through time. Keenly attentive to the importance of migrants of diverse nationalities who have labored in multiple regions, this book examines intimate connections and distant divides in the social lives and politics of migrant workers across time and space. Collectively, the authors propose new themes, new comparative frameworks, and new methodologies for considering vastly different degrees of social support structures and political activism, and the varied meanings of citizenship and state responsibility in sending and receiving countries.
