This book attempts to introduce the untold story of the positive aspects of EU–Turkey relations, from historical backgrounds to international impacts, and from farming to cooperation against international terrorism. Turkey–EU relations are sometimes easy to observe, but at the same time very complicated and difficult to understand. On the one hand, the EU does not want to lose its long term ally’s interest in joining the Union, but on the other hand it does not want a vast Muslim country with its huge young population to change the EU’s already struggling dynamics. The New Turkey, on the other side, does not want to let itself down by trying to join the Union at any cost. It wants to join the Union but stay as a Democratic Muslim Turkey rather than a Democratic European Turkey. Both in Turkey and in the EU though, members of the public have very mixed feelings towards this relationship, as their perceptions are shaped by the ideological interpretations of their leaders. For example, people who travel to Turkey or Europe have a completely different understanding of the relations than the ones who only hear it from politicians. Therefore mutual positive aspects are either underestimated or completely missed. This book aims to fill some of those missed gaps.

The attacks of September 11 prompted the Bush Administration to improve law enforcement and other co-ordination between the United States and European governments dealing with international terrorism. European governments have also taken measures to enhance co-operation among themselves. Most notable are European Union efforts to enhance cross-border sharing of intelligence and police information, extend the reach of warrants, and strengthen external border controls. Also, immediately following the attacks, there was an unprecedented European co-operation with the US in fighting terrorism. However, by early 2002 the emphasis placed by the Bush Administration on military action beyond Afghanistan, and on strong support for the Sharon government in Israel in its conflict with Palestine, began to raise doubts among some Europeans about the overall US approach to counter-terrorism. Discussed in this book are the efforts that the different European countries are making in response to the new threat of terrorism, as well as the concern that by supporting the Unites States' approach to terrorism, they will inevitably be helping the US pursue broader and more controversial foreign policy goals.
Although there is a vast body of literature covering the ongoing debates concerning the novelty and gravity of the contemporary terrorist threat, as well as the most appropriate response to it, few authors have thus far analysed the complex set of counterterrorism measures that both the individual Member States and the European Union (EU) have attempted to develop. This volume offers a critical analysis of the measures the European Union has taken to combat terrorism and how, in a number of key areas, EU counterterrorism policy is more of a paper tiger than an effective counterterrorism device. Several legal EU counterterrorism instruments have not been properly implemented at the national level and questions have been raised regarding their effectiveness, appropriateness, and proportionality. The capabilities of EU agencies in the area of counterterrorism remain rather weak and the EU Counterterrorism Coordinator does not have any real powers apart from persuasion. However, this does not mean that EU level action cannot offer any value-added in the fight against terrorism. There are several areas where the EU can provide genuine value-added in the fight against terrorism due to the transnational nature of the contemporary terrorist threat and the nature of a borderless Europe.
This study aims to portray the conditions for the transposition of EU standards into the internal security of applicant states, with a focus on Turkey. The analysis evaluates the conditions that determine the EU’s success in effecting changes in the internal security of Turkey. Campaigns against organised crime, terrorism and drugs were selected as case studies to make an assessment of different policy domains under Justice and Home Affairs (JHA). In doing so, this study aims to explore how the EU operates the external dimension of JHA in applicant states, and under which conditions the EU is able to ensure alignment with JHA. Numerous interviews were conducted with officials at security institutions and public agencies in Turkey as well as in the EU as part of the analysis. Legislation, government decisions, internal training documents, strategy papers and security assessment reports were also reviewed to uncover the influence of the EU on Turkey. This book will add value to studies undertaken in academia focusing on EU-Turkey relations, JHA and the fight against transnational crime.

This book represents the first attempt to evaluate the first two decades of the EU counterterrorism policy. It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification. Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The chapters in this volume explore this change and seek to explain it by drawing upon the concept of ‘collective securitization’. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance. The book is both extremely relevant and timely for readers outside the area of research for several reasons. First of all, EU counterterrorism is often argued to be at the forefront of the EU’s response to new security threats. The ‘EU acquis’ on the Area of Freedom, Security and Justice (AFSJ) has grown significantly over the last years.
