Normative Power Europe by R. Whitman Pdf

The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

Conflict Resolution in De Facto States by Sebastian Relitz Pdf

This book explores the challenges of conflict resolution in protracted conflicts and conceptualises and analyses the practice of engagement without recognition in de facto states. Increasingly, engagement without recognition is seen as a promising approach to conflict resolution in de facto states, but little is known about its implementation and results. This book addresses that lacuna and develops an analytical model to assess international engagement, focusing on implementation on the ground. This model enables a comprehensive analysis of international engagement's scope, areas, and methods. Further, the book also explores the context of engagement in de facto states, which has a significant impact on its implementation and results. In this way, the book also advances our understanding of the opportunities, obstacles, and limitations of engagement without recognition. The analysis is based on the current EU engagement in Abkhazia and draws from other cases in the Caucasus, Eastern Europe, and beyond and finds that international engagement with de facto states is more comprehensive and multifaceted than previously known. However, it also faces some distinct challenges and produces modest results. Finally, the book provides practical recommendations on how to better utlilise the peacebuilding potential of engagement without recognition. This book will be of much interest to students of conflict resolution, statehood, peace and conflict studies, and international relations.

The European Neighbourhood Policy and the Democratic Values of the EU by Nariné Ghazaryan Pdf

This book offers a legal analysis of the European Neighbourhood Policy (the ENP) as it applies to developing relations with the EU's neighbours. It explores the legal aspects of this policy, including ENP competence matters, institutional arrangements and substantive policy issues, using international relations theory as the starting point in defining the EU's role as a political actor. The book focuses on the adequacy of the ENP legal framework for transposing the EU's democratic values and upholding its political image. In this connection, the book also features an analysis of EU democratic values as they are intended to be understood by its neighbours. The relevant legal framework of this policy and its implementation in the states of the South Caucasus (Georgia, Armenia and Azerbaijan) is evaluated, revealing the effects of the ENP in their democratic processes and the shortfalls of the ENP conditionality.

Conflict Areas in the Caucasus and Central Asia by Arda Özkan,Göktürk Tüysüzoglu Pdf

The Caucasus region and Central Asia covers a large part of the Eurasian. Both regions, where Russia and China have a serious influence and visibility, also have a location that reflects the hegemonic expectations of both these actors. In this context, domestic political developments and even internal conflicts in the region can be linked to the policies of Russia and China to a certain extent and have the potential to affect the motives of these two powers. Although Central Asia is rich in natural resources, it is landlocked and has lagged other nations in terms of agricultural production and industrial development. Although the Caucasus is divided into the North, the territory of Russia, and the South, where three independent states are located, it is insufficient in terms of production and development. The Caucasus stands out especially with energy projects and its feature of being a commercial corridor.

The European Union and Its Eastern Neighbourhood by Andriy Tyushka,Tobias Schumacher Pdf

This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. Looking backwards and providing a critical and thorough assessment of the first ten years of the EaP in practice, this book thinks forward and gauges its many potential future avenues. This comes at a crucial moment, as the EU and its six Eastern neighbours are in search of new and mutually acceptable forms of association.

The Boundaries of EU Enlargement by J. DeBardeleben Pdf

The 2004 and 2007 enlargements pushed the EU's external border further east as well as closer to unstable areas in the western Balkans. With future enlargements unlikely in the short-term, the EU faces new challenges in securing stable relationships with these neighbouring countries, while not fostering false hopes of early accession.

EU Foreign Policy and Post-Soviet Conflicts by Nicu Popescu Pdf

The European Union is still emerging as a fully fledged foreign policy actor. The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.

Unintended Consequences of EU External Action by Olga Burlyuk,Gergana Noutcheva Pdf

This book offers a conceptualisation of unintended consequences and addresses a set of common research questions, highlighting the nature (what), the causes (why), and the modes of management (how) of unintended consequences of the European Union’s (EU) external action. The chapters in the book engage with conceptual and empirical dimensions of the topic, as well as scholarly and policy implications thereof. They do so by looking at EU external action across various policy domains (including trade, migration, development, state-building, democracy promotion, and rule of law reform) and geographic areas (including the USA, Russia, the Western Balkans, the southern and eastern European neighbourhood, and Africa). The book contributes to the study of the EU as an international actor by broadening the notion of its impact abroad to include the unintended consequences of its (in)actions and by shedding new light on the conceptual paradigms that explain EU external action. This book fills the gap in IR and EU scholarship concerning unintended consequences in an international context and will be of interest to anyone studying this important phenomenon. It was originally published as a special issue of The International Spectator (Italian Journal of International Affairs). Chapters 1, 3, 7, 8 and 9 are available Open Access at https://www.routledge.com/products/9780367346492.

The External Dimension of Justice and Home Affairs by Sarah Wolff,Nicole Wichmann,Gregory Mounier Pdf

This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world. The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood. This book was published as a special issue of the Journal of European Integration.

Legislative Approximation and Application of EU Law in the Eastern Neighbourhood of the European Union by Roman Petrov,Peter Van Elsuwege Pdf

This book explores the exportation and application of European Union legislation beyond EU borders. It clarifies the means and instruments of the voluntary application of the EU’s norms by third countries and analyses in detail the process of legislative approximation between the EU and its East European neighbours. It also assesses the extent to which the EU is successful in promoting its legal standards abroad. The first part of the book addresses the EU’s mechanisms and instruments promoting the export of its own laws and practices to other countries. Key issues include the post-Lisbon constitutional basis for the EU’s engagement with its Eastern neighbours (Art. 8 TEU); the different methods of acquis export and the impact of a new generation of Association Agreements providing for the establishment of Deep and Comprehensive Free Trade Areas (DCFTAs) and, ultimately, a Neighbourhood Economic Community (NEC) between the EU and its Eastern partners. The second part of the book includes substantive country reports that analyse the process of legislative approximation and application of EU law in the Eastern Partnership countries and Russia, authored by leading academics from the countries concerned. While currently these countries are not working towards full EU membership, the EU encourages them to approximate and converge their legislation with the EU acquis. The book also offers a unique picture of current practice of the application of EU law by judiciaries in the countries of the Eastern Partnership and Russia. The book concludes with reflections on the multi-faceted character of legislative approximation and the challenges surrounding the application of EU law in the EU’s Eastern neighbourhood. The conclusions reached are highly informative as to the effectiveness of present and future EU external regional policies aimed at the promotion of EU common values and EU legislation into the legal orders of third countries.

The Neighbours of the European Union's Neighbours by Sieglinde Gstöhl,Erwan Lannon Pdf

Should the European Neighbourhood Policy stop at the borders of the European Union's immediate neighbouring countries? This book is the first full length study of the 'neighbours of the EU's neighbours', a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU's broader neighbourhood are often perceived as an 'arc of crisis' from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU's cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic 'EU Strategy for the Neighbours of its Neighbours' which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the 'arc of crisis' into another 'ring of friends'.

Unrecognized States and Secession in the 21st Century by Martin Riegl,Bohumil Doboš Pdf

This book presents novel theoretical and empirical findings on the issue of unrecognized states and secession. The first part of the book conceptualizes unrecognized states as entities with a national identity and which have achieved political independence, yet are not internationally recognized as independent states. It also addresses topics such as the role of superpowers in secessionist conflicts, ontological security in post-Soviet states, and factors influencing the legitimacy of secession referenda. In turn, the book’s second part presents selected case studies on various secessionist regions and territories, including Kurdistan, the Caucasus, Kosovo, and Bougainville.

The European Union, Civil Society and Conflict by Nathalie Tocci Pdf

Until recently, the European Union tended to view violent mass conflicts predominantly through the lens of negotiations between conflict leaders and powerful external actors. Today, the EU has begun to recognize the imperative of understanding and influencing developments on the ground in conflict situations by engaging with local civil society. The European Union, Civil Society and Conflict explores the EU's relations with civil society organizations at the local level, in an effort to improve the effectiveness and relevance of its conflict and peace strategies. Looking in particular at the eastern and southern neighbourhoods, the volume analyses five case studies of EU and local civil society interaction in: Georgia & Abkhazia, Nagorno-Karabakh, Moldova & Transnistria, Israel & Palestine and Morocco & Western Sahara. Through the comparative examination of these cases, this volume draws broad policy guidelines tailored to governmental and non-governmental action. Exploring the impact of the European Union in conflicts beyond its borders through its engagement with civil society, this book will be of interest to students and scholars of the EU, civil society and conflict.
