Return of the Balkans by Janusz Bugajski Pdf

For the first time in its modern history the entire Balkan Peninsula has the opportunity to co-exist under one security and developmental umbrella combining NATO and the European Union (EU). Unfortunately, European and American leaders have been unable to complete such a unique historic vision, while the progress of several Western Balkan countries continues to be undermined by a plethora of political, social, economic, ethnic, and national disputes. This monograph focuses on the escalating security challenges facing the Western Balkans, assesses the shortcomings and deficiencies of current international engagement, considers future prospects for U.S. military involvement, and offers recommendations for curtailing conflict and promoting the region's international institutional integration. In particular, to prevent the future deployment of U.S. forces, more comprehensive strategic intelligence gathering is needed, together with the identification of local and foreign political actors promoting instability, early warning signals regarding impending conflicts, and a commitment to incorporate all countries in the region into NATO and the EU.

European Integration and Transformation in the Western Balkans by Arolda Elbasani Pdf

The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. Looking to the future and the implications for policy change, European Integration and Transformation in the Western Balkans provides a new theoretical and empirical focus on this little understood area. The book will be of interest to scholars and students of EU politics, comparative democratisation, post-communist transitions and Balkan area studies.

Challenges and Barriers to the European Union Expansion to the Balkan Region by Costa, Bruno Ferreira Pdf

Despite all efforts to create a political union capable of improving European citizens’ quality of life, there are several barriers to the European Union’s (EU) expansion to the Balkan Region. The EU enlargement and expansion to the Balkan Region is one of the Union’s greatest challenges and political objectives in recent years. In the turmoil of economic, social, and sanitarian crises, where is the space to debate the enlargement of the EU? Challenges and Barriers to the European Union Expansion to the Balkan Region presents the EU’s structure, the process of enlargement, and the challenges related to the Balkan region. This book addresses critical issues and challenges in the EU and the emerging trends for the EU’s future. Covering topics such as enlargement policy, integration, NATO, and political challenges, this book is a valuable resource for post-grad students of political science and international affairs, faculty of higher education, researchers, academicians, politicians, world leaders, and policymakers.

PDF available for free on http://martenscentre.eu/publications/european-integration-western-balkans-reconciliation-european-future While most of Europe decided to unite in the 20th and 21st century, a country in the Balkans split into seven independent states. The efforts of these states to join the European Union and the reconciliation initiatives between the countries are detailed in this research paper. Despite the efforts of the countries of the region and of the EU, a lot of work is needed before these countries will become sufficiently mature in political, economic and societal sense to become members of the European Union. The promotion of dialogue, grassroots movements, civil society and cross-border projects is needed in order to tackle unresolved problems in the region.

The EU and Member State Building by Soeren Keil,Zeynep Arkan Pdf

This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

Peace, Conflict and Developments in the Western Balkans. The Role of EU Integration by Reina Zenelaj Shehi,Eglantina Hysa Pdf

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

The Western Balkans and the EU by Morton Abramowitz Pdf

Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Mirroring Europe by Tanja Petrović Pdf

Mirroring Europe offers refreshing insight into the ways Europe is imagined, negotiated and evoked in Balkan societies in the time of their accession to the European Union. Until now, visions of Europe from the southeast of the continent have been largely overlooked. By examining political and academic discourses, cultural performances, and memory practices, this collection destabilizes supposedly clear and firm division of the continent into East and West, ‘old’ and ‘new’ Europe, ‘Europe’ and ‘still-not-Europe’. The essays collected here show Europe to be a dynamic, multifaceted, contested idea built on values, images and metaphors that are widely shared across such geographic and ideological frontiers. Contributors are: Čarna Brković, Ildiko Erdei, Ana Hofman, Fabio Mattioli, Marijana Mitrović, Nermina Mujagić, Orlanda Obad, and Tanja Petrović.

Embracing Democracy in the Western Balkans by Lenard J. Cohen,John R. Lampe Pdf

2012 Outstanding Academic Title, Choice Magazine Embracing Democracy in the Western Balkans offers a comparative, cross-regional study of the politics and economics of Serbia, Croatia, Bosnia, Macedonia, Montenegro, Kosovo, and Albania from 1999 to the present. It was during this period that the first wave of post-communist regime transition ended and the region became more deeply involved in the challenges of democratic consolidation. Lenard J. Cohen and John R. Lampe explore the legacies of communist rule, the impact of incentives and impediments on reform, and the magnetic pull of European Union accession. The authors ask whether the Western Balkans are embracing democracy by creating functional, resilient institutions—governmental, administrative, journalistic, and economic—and fostering popular trust in the legitimacy of those institutions.

Viva la Transición by Christophe Solioz Pdf

Serbia Matters by Wolfgang Petritsch,Goran Svilanović,Christophe Solioz Pdf

Serbia Matters presents policy essays on Serbia's post-Milosevic era written by internationally recognised authors, policymakers, academics and political analysts actively engaged in the Balkans discourse. Since 2000 Serbia has moved from a decade of wars and delayed transition towards European integration. The book assesses the country's present state of affairs, recent achievements and future challenges. It also offers pertinent analyses and compelling arguments as to why Serbia's accession to the European Union matters as much for Belgrade as it does for the whole Western Balkans. This book is written with the aim to persuade both Serbia's leaders and citizens and those Member States of the European Union who are hit by 'enlargement fatigue' that the country ought to have its rightful place in the EU and that there is no alternative to the reform process.
