This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

The atmospheric scientists of the world are in general agreement that the threat of climate change is real, inevitable, and serious. The accumulation of greenhouse gases, principally CO from burning fossil fuels, is the main cause. 2 At the 1992 United Nations Conference on Environment and Development in Rio de Janeiro, 166 nations signed the Framework Convention on Climate Change and agreed to draw up plans to contain greenhouse gases at 1990 levels. Never in world history had so many nations agreed on anything. . Developing these plans has not been easy and no two countries have had the same circumstances and conditions to meet. Countries have not approached their problems in the same manner and many nations find the task almost impossible to solve under the ground rules set up in Rio. This volume contains the papers presented at a meeting organized by the Center for Environmental Information and held in Washington, D.C., November 30 to December 2, 1994. The principal aim of the meeting was to evaluate the U.S. and other national climate action plans which had been released a few weeks before. Specifically, these papers concentrate on an overview of the U.S. plan; the perspec tives of business, industry, electric utilities, and environmental organizations; mitigation actions in various plans; integrated assessment; an overview of plans from various nations; and the need to amend the convention. The meeting was sponsored and cosponsored by 35 governmental agencies, environ mental groups, industrial organizations, and educational institutions.

Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

The ACE research program provides scientific information and tools to support EPA's strategic goal of taking action on climate change in a sustainable manner. Such action includes both mitigation, which involves reductions in the movement of heat-trapping greenhouse gases into the atmosphere, and adaptation, which involves preparing for and adjusting to the expected future climate. Both are important, but this report focuses on adaptation to climate change. Climate change impacts are diverse, long-term, and not easy to predict. Adapting to climate change is difficult because it requires making context-specific and forward-looking decisions regarding a variety of climate change impacts and vulnerabilities when the future is highly uncertain. Cities are on the front line for responding to potential climate change impacts, but often do not know precisely the qualities or characteristics that make them vulnerable or resilient to different impacts. This report supports the goal of taking action on climate change in a sustainable manner by developing a conceptual framework of urban resilience to climate change and using rigorously selected indicators to assess community resilience to climate change. This framework is then successfully applied to two different communities (Washington, DC and Worcester, MA) to evaluate their levels of resilience to climate change. Results support the usefulness of this indicator-based approach in identifying traits that enhance or inhibit each community's resilience to focus adaptation planning on issues and areas that are least resilient to climate change impacts.
