An Assessment of Frameworks Useful for Public Land Recreation Planning by Stephen F. McCool Pdf

Public land managers are confronted with an ever-growing and diversifying set of demands for providing recreation opportunities. Coupled with a variety of trends (devolution of governance and decisionmaking, population growth, technological innovation, shifts in public values, economic restructuring) and reduced organizational capacity, these demands represent a significant and complex challenge to public land management. One way of dealing with this situation is to use a framework to assist in working through this complexity. A framework, for the purpose of this report, is a process using a set of steps, based on sound science, that assists managers in framing a particular problem, working through it, and arriving at a set of defendable decisions. Several such frameworks exist for providing recreation opportunities on public lands. These include the Recreation Opportunity Spectrum, Limits of Acceptable Change, Visitor Experience and Resource Protection, Visitor Impact Management, and Benefits-Based Management. The report traces the development of each of these frameworks, describes the fundamental premises and concepts used within them, and provides an assessment of the experience with their use. Each of the frameworks has been used with varying success, depending on the organizations will, its technical capacity, the extent to which the process is inclusive of varying value systems, how open and deliberative the process is, the extent to which the organization is concerned with effectiveness, and the extent to which issues are confronted at the systems level.

Forest Landscape Restoration by John Stanturf,David Lamb,Palle Madsen Pdf

Restoration ecology, as a scientific discipline, developed from practitioners’ efforts to restore degraded land, with interest also coming from applied ecologists attracted by the potential for restoration projects to apply and/or test developing theories on ecosystem development. Since then, forest landscape restoration (FLR) has emerged as a practical approach to forest restoration particularly in developing countries, where an approach which is both large-scale and focuses on meeting human needs is required. Yet despite increased investigation into both the biological and social aspects of FLR, there has so far been little success in systematically integrating these two complementary strands. Bringing experts in landscape studies, natural resource management and forest restoration, together with those experienced in conflict management, environmental economics and urban studies, this book bridges that gap to define the nature and potential of FLR as a truly multidisciplinary approach to a global environmental problem. The book will provide a valuable reference to graduate students and researchers interested in ecological restoration, forest ecology and management, as well as to professionals in environmental restoration, natural resource management, conservation, and environmental policy.

Understanding and Managing Tourism Impacts by C. Michael Hall,Alan A. Lew Pdf

As one of the world’s largest industries, tourism carries with it significant social, environmental, economic and political impacts. Although tourism can provide significant economic benefits for some destinations, the image of tourism as a benign and environmentally friendly industry has often been challenged. There is a clear and growing body of evidence that suggests that the effects of tourism development are far more complex than policy-makers usually suggest and that the impacts of tourism occur not just at the destination but at all stages of a tourist’s trip. Furthermore, tourism does not exist in a vacuum. Broader social and environmental changes also shape the form, growth and experience of tourism development. This text provides a clear, accessible and up-to-date synthesis of tourism’s role in our contemporary world, both as an agent of change, and as a response to it. Tourism-related change is approached from a framework that illustrates the changing environments in which they occur, including the spatial scale of such impacts and the effects of these impacts over time. This framework is then applied to the economic, socio-cultural and physical dimensions of tourism. After examining the different forms of tourism-related impacts, the book then discusses the role of planning as part of an integrated approach to the mitigation of undesirable impacts and the maximization of the desirable benefits of tourism development. Case studies and illustrations from a variety of locations from around the world are used throughout the book to exemplify key themes and issues; additionally figures and tables serve to elucidate statistical data. Understanding and Managing Tourism Impacts illustrates that when well managed tourism can make a positive contribution to destinations. The books use of issues of scale, time and form to illustrate the effects of tourism provide an accessible and significant reminder that tourism’s impacts vary over time and space, affects both the visitor and the host community, and can be unpredictable in its consequences. Chapter objectives, recommended readings, and links to web-based material help students, practitioners and researchers to grasp the broader implications of tourism development in today's world. With tourism increasingly being implicated as a factor in climate and environmental change, and with the benefits and costs of tourism as a form of economic development being examined more closely than ever, this book provides a timely contribution to help clarify the potentials and pitfalls of contemporary tourism.

Application of the Recreation Opportunity Spectrum for Outdoor Recreation Planning on Army Installations by R. M. Lacey,W. D. Severinghaus,CONSTRUCTION ENGINEERING RESEARCH LAB (ARMY) CHAMPAIGN IL. Pdf

This report describes the Recreation Opportunity Spectrum (ROS) and its current use in outdoor recreation planning and management. The ROS provides a framework for resources inventory, specification of recreational opportunities, resource capability and suitability analysis, selection of management objectives and practices, and impact assessment. The ROS concept can be used in Army recreation and land management planning. This report describes the ROS and the associated planning framework, discusses the application of ROS planning to Army installations, and defines potential benefits. The planning framework described here can generally be used to develop installation Outdoor Recreation Plans. The ROS concept and the planning process can be used to supplement existing technical guidance for site-specific planning and design of outdoor recreation facilities. Since the planning framework provides for resources inventory and for capability and suitability analysis, it can also be used to support integrated resource management of installation lands, particularly unimproved and training area lands.
