"The objective of this report is to identify and establish a roadmap on how to do that, and lay the groundwork for transforming how this Nation- from every level of government to the private sector to individual citizens and communities - pursues a real and lasting vision of preparedness. To get there will require significant change to the status quo, to include adjustments to policy, structure, and mindset"--P. 2.

Fostering Community Resilience by Tom Lansford,Jack Covarrubias,Justin Miller Pdf

Using the Mississippi Gulf Coast as a case study, this book focuses on the aftermath of Hurricane Katrina and develops the concept of resilience and how it applies to Homeland Security in the aftermath of the worst natural disaster to hit the United States. Through the lens of the national response to Hurricane Katrina and the local lens of the recovery of the Mississippi Gulf Coast community, this work elucidates the particular qualities that make a community and a nation more resilient, discussing resilience as a concept and an application. Additionally, it explores in-depth the interconnected fields that comprise resilience; including economic, social, infrastructure, and political domains. By examining what went right, what went wrong, and what can be improved upon during the Mississippi Gulf Coast's recovery, scholars and policymakers can better understand community resilience not just as a concept, but also as a practice.

Category 5 by Ernest Zebrowski,Judith A. Howard Pdf

The epic story of the real victims of a perfect storm—overwhelmingly the poor—left behind in the aftermath of a deadly hurricane “A riveting new book.” —Tallahassee Democrat “Not simply an historical account of a storm thirty-seven years ago but a living, breathing entity brimming with the modern-day reality that, yes, it can happen again.” —American Meteorological Society Bulletin "Fascinating, easy-to-read, yet informative.” —Richmond Times-Dispatch “Almost like sitting in front of the television watching the events unfold. A page-turner from the very first page.” —Ruston Morning Paper “There is much we can all learn from this relevant and highly engaging chronicle.” — Biloxi Sun Herald “A must-read for anyone who wants to take an emotional stroll through the rubble of these Gulf Coast fishing communities and learn what happened.” —Apalachicola Times “Should be required reading for anyone living in the path of these terrible storms.” —Moondance.org As the unsettled social and political weather of summer 1969 played itself out amid the heat of antiwar marches and the battle for civil rights, three regions of the rural South were devastated by the horrifying force of Category 5 Hurricane Camille. Camille’s nearly 200 mile per hour winds and 28-foot storm surge swept away thousands of homes and businesses along the Gulf Coast of Louisiana and Mississippi. Twenty-four oceangoing ships sank or were beached; six offshore drilling platforms collapsed; 198 people drowned. Two days later, Camille dropped 108 billion tons of moisture drawn from the Gulf onto the rural communities of Nelson County, Virginia—nearly three feet of rain in 24 hours. Mountainsides were washed away; quiet brooks became raging torrents; homes and whole communities were simply washed off the face of the earth. In this gripping account, Ernest Zebrowski and Judith Howard tell the heroic story of America’s forgotten rural underclass coping with immense adversity and inconceivable tragedy. Category 5shows, through the riveting stories of Camille’s victims and survivors, the disproportionate impact of natural disasters on the nation’s poorest communities. It is, ultimately, a story of the lessons learned—and, in some cases, tragically unlearned—from that storm: hard lessons that were driven home once again in the awful wake of Hurricane Katrina. Ernest Zebrowski is founder of the doctoral program in science and math education at Southern University, a historically black university in Baton Rouge, Louisiana, and Professor of Physics at Pennsylvania State University’s Pennsylvania College of Technology. His previous books include Perils of a Restless Planet: Scientific Perspectives on Natural Disasters. Judith Howard earned her Ph.D. in clinical social work from UCLA, and writes a regular political column for the Ruston, Louisiana, Morning Paper.

LESSONS LEARNED by Dept of Homeland Security Pdf

As part of the review, we visited the hurricane-ravaged Gulf Coast during mid November 2005. We met with government officials, business and community leaders, and volunteers amidst the rubble of what had been their homes, schools, and places of worship. Their courage and fortitude in the face of tragedy was inspirational. And while we were determined to learn the lessons to improve our future disaster response, it was clear that for residents of the Gulf Coast, survival and hope still came a day at a time. We were struck by the decency and compassion of those we met and moved by their continuing emotion and pain. As you know, it is hard for those who have not witnessed first hand the hurricane's destruction and its human toll to fully comprehend the importance of your charge that we prepare to respond more effectively to our fellow citizens in their times of greatest need. This Report then is a tribute to those who have served and those who have suffered. We remember those who lost their lives and all still affected by this tragedy. Though we can never replace their unfathomable losses, we have an obligation to continue helping those still suffering to recover and rebuild their lives.

Big Jim Eastland by J. Lee Annis Jr. Pdf

For decades after the Second World War, Senator James O. Eastland (1904–1986) was one of the more intransigent leaders of the Deep South's resistance to what he called “the Second Reconstruction.” And yet he developed, late in his life, a very real friendship with state NAACP chair Aaron Henry. Big Jim Eastland provides the life story of this savvy, unpredictable powerhouse. From 1947 to 1978, Eastland wore that image of resistance proudly, even while recognizing from the beginning his was the losing side. Biographer J. Lee Annis Jr. chronicles such complexities extensively and also delves into many facets lesser known to the general public. Born in the Mississippi Delta as part of the elite planter class, Eastland was appointed to the US Senate in 1941 by Democratic Governor Paul B. Johnson Sr. Eastland ran for and won the Senate seat outright in 1942 and served in the Senate from 1943 until his retirement in 1978. A blunt man of few words but many contradictions, Eastland was an important player in Washington, from his initial stint in 1941 where he rapidly salvaged several key local projects from bungling intervention, to the 1970s when he shepherded the Supreme Court nominees of Richard Nixon and Gerald Ford to Senate confirmation. Annis paints a full picture of the man, describing the objections Eastland raised to civil rights proposals and the eventual accommodations he needed to accept after the passage of the Voting Rights Act of 1965.

Considerations for a Catastrophic Declaration by Bruce R. Lindsay,Francis X. McCarthy Pdf

This report examines concerns expressed by policymakers and experts that current Stafford Act declarations are inadequate to respond to, and recover from, highly destructive events. It presents the arguments for and against amending the act to add a catastrophic declaration amendment. This report also includes data analyses of past and potential disasters to determine what incidents might be deemed as catastrophic, and explores alternative policy options that might obviate the need for catastrophic declarations.

Acts of God by Ted Steinberg Pdf

As the waters of the Mississippi River and Lake Pontchartrain began to pour into New Orleans, people began asking the big question--could any of this have been avoided? How much of the damage from Hurricane Katrina was bad luck, and how much was poor city planning? Steinberg's Acts of God is a provocative history of natural disasters in the United States. This revised edition features a new chapter analyzing the failed response to Hurricane Katrina, a disaster Steinberg warned could happen when the book first was published. Focusing on America's worst natural disasters, Steinberg argues that it is wrong to see these tragedies as random outbursts of nature's violence or expressions of divine judgment. He reveals how the decisions of business leaders and government officials have paved the way for the greater losses of life and property, especially among those least able to withstand such blows--America's poor, elderly, and minorities. Seeing nature or God as the primary culprit, Steinberg explains, has helped to hide the fact that some Americans are simply better able to protect themselves from the violence of nature than others. In the face of revelations about how the federal government mishandled the Katrina calamity, this book is a must-read before further wind and water sweep away more lives. Acts of God is a call to action that needs desperately to be heard.
