This book fills that gap and offers policy suggestions for state and local government managers who are considering the adoption and implementation of innovative infrastructure financing. Can Chen is an Associate Professor in the Andrew Young School of Policy Studies at Georgia State University. His main research interest is state and local infrastructure finance and policy. He is a certified research associate at Mineta Transportation Institute. He has published widely in journals on Public Budgeting and Finance, Public Management and Policy, and Transportation. His research was supported by grant funding from the Governmental Accounting Standards Board (GASB), International City/County Management Association (ICMA), Lincoln Institute of Land Policy, and Open Government Partnership. John R. Bartle is the Dean of the College of Public Affairs and Community Service at the University of Nebraska at Omaha and a Professor of Public Administration and Urban Studies. He is a Fellow of the National Academy of Public Administration, a Congressionally chartered advisory group to the federal government. He has published numerous journal articles in Public Budgeting and Finance, Journal of Public Budgeting, Accounting, and Financial Management, Municipal Finance Journal, Public Works Management and Policy, Journal of Public Administration Research and Theory, State and Local Government Review, and Public Administration Review. He is the co-author or editor of three other books: Management Policies in Local Government Finance, Sustainable Development for Public Administration, and Evolving Theories of Public Budgeting. His Bachelor's degree is from Swarthmore College, MPA from the University of Texas, Ph.D. from The Ohio State University, and an honorary Doctorate of Humane Letters from the State University of New York. World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Published annually, the present Volume is the seventh in the series India's Foreign Relations. As its name implies, it showcases the documents on India's foreign relations and is published in cooperation with the Public Diplomacy Division of the Ministry of External Affairs. This Division was created in 2006 to reach out to think-tanks, academia, civil society and industry both within the country and abroad to interact with them on the contours of Indian foreign policy and to initiate debate and discussion within the wider public about the key foreign policy issues. As in 2007, the issue of civil nuclear energy cooperation with the United States, continued to dominate both the foreign policy discourse as well as domestic politics of the country.
