Today, Western intervention is a ubiquitous feature of violent conflict in Africa. Humanitarian aid agencies, community peacebuilders, microcredit promoters, children's rights activists, the World Bank, the International Criminal Court, the U.S. military, and numerous others have involved themselves in African conflicts, all claiming to bring peace and human rights to situations where they are desperately needed. However, according to Adam Branch, Western intervention is not the solution to violence in Africa but, instead, can be a major part of the problem--often undermining human rights and even prolonging war and intensifying anti-civilian violence. Based on an extended case study of Western intervention into northern Uganda's twenty-year civil war, and drawing on Branch's own extensive research and human rights activism there, this book lays bare the reductive understandings motivating Western intervention in Africa, the inadequate tools it insists on employing, its refusal to be accountable to African citizenries, and, most important, its counterproductive consequences for peace, human rights, and justice. In short, Branch demonstrates how Western interventions undermine the efforts Africans themselves are undertaking to end violence in their own communities. The book opens by setting the historic backdrop to The Troubles. In summer 1969 the annual Loyalist marching season sparked violence in Londonderry which spread rapidly. After three days of violence the British Government deployed troops in support of the Royal Ulster Constabulary. Initially the Catholic community welcomed the ArmyÍs presence but this was to change over the years. The first soldier was killed in 1971 and a further 48 died that year. January 30 1972 _ Bloody Sunday _ galvanized IRA recruitment and the British Embassy was burnt in Dublin. The Official IRA bombed Aldershot HQ of the Parachute Regiment and in August 1972 the Army launched Op MOTORMAN to clear No Go areas. Internment followed and the Province was firmly in the grip of sectarian violence. The next 30 years saw a remorseless counter-terrorist campaign which deeply affected the lives of all the people of Northern Ireland and several generation of the British Army. The Peace Process ground on for over ten years but the campaign formally ended in 2007 with the establishment of hitherto unimaginable power sharing.

This book explores whether the new capabilities made possible by precision-strike technologies are reshaping approaches to international intervention. Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan. This volume examines three key and interrelated dimensions of these new precision-strike capabilities: (1) the strategic and foreign policy drivers and consequences; (2) the legal and moral implications of the new capabilities; and (3), the implications for decision-making at the strategic, operational and tactical levels.
