Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. These changes include better management of leadership succession, better crisis management, improved social welfare, the management of society through treating different social groups differently depending on their potential to rival the Party state, and a variety of limited, intra-party and grassroots democracy. This book applies to the Chinese model the term “pragmatic authoritarianism.” It explains changes to and the likely future direction of China’s governance model. Past studies on the Chinese state point towards the inherent adaptability, effectiveness and overall stability of authoritarian rule in China. The key question addressed here is how this adaptive capacity plays out at the local level in China, clarifying the extent to which local state actors are able to shape local processes of policy implementation. This book studies the evolution of dam-induced resettlement policy in China, based on extensive fieldwork conducted in Yunnan province. It shows that local governments at the lowest administrative levels are caught in a double bind, facing strong top-down pressures in the important policy field of hydropower development, while simultaneously having to handle growing social pressure from local communities affected by resettlement policies. In doing so, the book questions the widespread assumption that the observed longevity and resilience of China’s authoritarian regime is to a large extent due to the high degree of flexibility that has been granted to local governments in the course of the reform period. The Ba'th's accomplishment also poses a significant theoretical challenge to the widely held view that populist strategies of state building are inherently unstable.Drawing on evidence from Syrian, American, and British archives as well as from published French and Arabic sources, Steven Heydemann explains the capacity of the Ba'th to overcome the obstacles that typically undermine the consolidation of radical populist regimes. He links the Ba'th's adoption of a radical populist strategy of state building, and its capacity to implement this strategy, to the dynamics of social conflict, state expansion, and structural change in the political economy of post-independence Syria.
