During the 1990s, Vietnam experienced high economic growth, significant reduction in poverty and remarkable inflows of foreign direct investment. The book aims at examining impacts of foreign direct investment on economic growth and poverty reduction in Vietnam during 1986-2001 analytically and empirically. The triangulation methodology is used. Conclusions are that foreign direct investment contributed significantly to Vietnam's growth and this worked mainly through capital accumulation and intra-industry spillover. Economic growth in turn reduced poverty. Direct impact of foreign direct investment on poverty was insignificant at the national level but significant in three localities where most foreign investors located. Foreign direct investment thus helped reduce poverty in Vietnam.

Bilateral and multilateral trade agreements have been gaining attention and relevance in recent years. For the countries around the Mediterranean basin the most important regional trade agreements involved are the Euro-Med Agreements, which influence their trade flows as they aim to promote regional integration. Based on the theory of applied welfare economics, this study analyses empirically the impacts of different policy scenarios on the agricultural sector of Mediterranean countries by using an extended and modified version of the trade policy model AGRISIM. The results show that trade liberalisation, either multilateral or bilateral, would be beneficial for the Mediterranean agricultural markets due to positive welfare effects and should be considered by policy makers.

In 1986 Vietnam initiated a transition from a centrally planned economy to a market-oriented economy where the government would keep playing a leading role. These renovation (doi moi) policies were successful at generating economic growth and reducing poverty. In the ten-year socioeconomic strategy endorsed by the Ninth Party Congress in April 2001, the authorities further articulated their development objectives in terms of economic growth and poverty reduction. To reach these objectives, the government indicated that its structural reform priorities were to change Vietnam's trade and financial policies, liberalize the climate for private investment, increase the efficiency of public enterprises, and improve governance. The author argues that the pace of implementation of trade reform-which has been impressive so far-is raising new challenges. On one side, fast liberalization of trade reform may soon conflict with the slow pace of implementation of other reforms, including restructuring of state-owned enterprises and state-owned commercial banks. On the other side, Vietnam would greatly benefit from fast implementation of trade reform and particularly fast accession to the World Trade Organization (WTO), especially after China's recent WTO accession. Auffret concludes that implementation of trade reform will be a testing ground to reveal the extent of Vietnam's commitment to a market-oriented economy.

Viet Nam's dramatic transition and growth in the 1990s have been attributed to a series of reforms, known as doi moi, which began in the late 1980s. Economic growth at nearly 8 percent yearly appeared broad-based, thus benefiting the poor and reducing poverty from 61 percent in 1993 to 37 percent in 1998. Analysis of provincial panel data suggests that the proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40 percent of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. Still, these factors could contribute to reinforcing both growth and poverty reduction in the long run.
