France, Europe and Development Aid. From the Treaties of Rome to the Present Day by Gordon D. Cummings Pdf

This book is based on the proceedings of a major conference on France, Europe and development aid, from the Treaties of Rome to the present day, organised by the French Development Agency (AFD) and the Institute of Public Management and Economic Development (IGPDE). It presents, in the form of a dialogue between academics and major players in this field (Philippe de Fontaine Vive, Dieter Frisch, Omar Kabbaj, Bernard Petit, Dov Zerah and Tertius Zongo), an overview of development cooperation from the point of view of three key players: the AFD together with the French government, the European Commission and the recipient countries. France’s aid has, since 1945, clearly been driven by humanitarian, moral and political considerations as well as by the defence of French economic interests. It is one of the instruments of French influence in international relations. What is the role of French development assistance now that a “new” player, the European Commission, has been involved in this field since 1958? What sort of development policy do the Member States of the European Union and the Commission envisage? What role is there for France in the European dimension of assistance? Is there still room for official assistance within a liberalised economic area, in which private enterprise is paramount? The answers provided to these questions show that European societies do not view international relations simply in terms of economic confrontation or cold indifference. The conference on 8 December 2011 celebrated the 70th anniversary of the Agence Française de Développement (AFD), successor to the Caisse centrale de la France libre, which was created by General de Gaulle in London on 2 December 1941.

Assessing Aid by Anonim Pdf

Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted. It examines how development assistance can be more effective at reducing global poverty and gives five mainrecommendations for making aid more effective: targeting financial aid to poor countries with good policies and strong economic management; providing policy-based aid to demonstrated reformers; using simpler instruments to transfer resources to countries with sound management; focusing projects oncreating and transmitting knowledge and capacity; and rethinking the internal incentives of aid agencies.

International Economic and U.S. Military Assistance Programs and Agencies by Irving Heymont Pdf

The purpose of the paper is to identify and describe significant sources of foreign assistance and their interrelations, with emphasis on the US programs of assistance to less-developed nations. It is designed to provide a partial basis for further studies on coordination and effectiveness of these programs including problems associated with coordination of US economic and military assistance programs (MAPs). The paper covers programs and agencies extending capital grants and loans, investment guarantees, technical assistance, and other forms of economic assistance primarily to less-developed countries. Public sources such as governments, UN agencies, and US voluntary agencies are described. The International Monetary Fund (IMF) is also covered because of its role in stabilizing currencies that otherwise would endanger national development programs although it is not a source of economic aid in direct support of development programs. Military assistance is included only to the extent of the US program because of problems in coordinating US economic and military assistance. (Author).

Foreign Aid, Self-Reliance, and Economic Development in West Africa by R Omotay Olaniyan Pdf

This book is a penetrating comparative analysis of the economic development efforts of West African countries. It seeks to illuminate the grey areas in development and to emphasize the appropriate actions that should be taken at all levels in the emerging international economy to ensure sustainable development. Olaniyan examines conceptual and theoretical problems of foreign aid and economic development, along with the limitations of the concept of self-reliance. The book also features a comparative analysis of the internal and external development problems associated with West African countries, including difficulties of collective self-reliance at the subregional level. Olaniyan concludes that there are prospects for sustainable development in the area, especially if it is internally generated.
