Gendered Trajectories explores why industrial societies vary in the pace at which they reduce gender inequality and compares changes in women's employment opportunities in Japan and Taiwan over the last half-century. Japan has undergone much less improvement in women's economic status than Taiwan, despite its more advanced economy and greater welfare provisions. The difference is particularly puzzling because the two countries share many institutional practices and values. Drawing on historical trends, survey statistics, and personal interviews with people in both countries, Yu shows how country-specific organizational arrangements and industrial policies affect women's employment. In particular, the conditions faced by Japanese and Taiwanese women in the workplace have a profound effect on their labor force participation at critical points in their lives. These obstacles are described as an invisible glass ceiling: Negative attitudes and prejudices within organizations prevent women from climbing the career ladder (Wirth, 2001). However, culture seems to be an important factor of influence for female management opportunities. For example, female managers tend to be generally less accepted in Asia than in America or Eastern Europe (ILO, 2004). Among Asian countries, Japan is very special: Although the country is one of the most developed and richest economies in the world, gender equality is extremely low there (UNDP, 2007; Fackler, 2007). Women are often hired for administrative tasks only and not allowed to pursue own careers. Despite growing attempts to strengthen gender equality, Japanese females are still discriminated against and expected to stick to their traditional duties as mothers, wives, and "office flowers" (Faiola, 2007; Ogasawara, 1998). Female under-representation is notably high for management positions and seems to increase with the level of seniority (Wirth, 2001). Largely nameless, OLs serve tea to the men and type and file their reports. They are exempt from the traditional lifetime employment and have few opportunities for promotion. In Too Few Women at the Top, Kumiko Nemoto draws on theoretical insights regarding Japan's coordinated capitalism and institutional stasis to challenge claims that the surge in women’s education and employment will logically lead to the decline of gender inequality and eventually improve women’s status in the Japanese workplace.Nemoto’s interviews with diverse groups of workers at three Japanese financial companies and two cosmetics companies in Tokyo reveal the persistence of vertical sex segregation as a cost-saving measure by Japanese companies. Women’s advancement is impeded by customs including seniority pay and promotion, track-based hiring of women, long working hours, and the absence of women leaders. Nemoto contends that an improvement in gender equality in the corporate system will require that Japan fundamentally depart from its postwar methods of business management. Only when the static labor market is revitalized through adoption of new systems of cost savings, employee hiring, and rewards will Japanese women advance in their chosen professions. Comparison with the situation in the United States makes the author’s analysis of the Japanese case relevant for understanding the dynamics of the glass ceiling in U.S. workplaces as well.

The quantification of how aspects of a job are valued by employees sheds light on the potential for labor market reform in Japan. Using a nationwide sample of 1,046 working-age adults, we conduct a choice experiment that examines individuals’ willingness to trade wages against job characteristics such as the extent of overtime, job security, the possibility of work transfer and relocation. Our results suggest that: i) workers have high WTP (willingness to pay) to avoid extreme overtime and work transfer, ii) women have higher WTP than men, and iii) higher WTP for women are driven in part by feelings of guilt.

The book first analyses the employment patterns of women born between the 1920s and 1970s and examines how they have varied among different birth cohorts. Then, the employment behaviour of women before and after childbirth through the post-child-rearing period, as well as the working career of single mothers are explored for women born in the 1960s and 1970s. Based on the data analyses, the concluding part of this book discusses how the labour market structure and social policies during the 1990s and early 2000s interactively influenced employment behaviour of Japanese women, and some suggestions are put forward for changing women’s employment during the child-rearing years.
