Strategic GIS Planning and Management in Local Government by David A. Holdstock Pdf

This "how-to" book on planning and managing GIS within local government describes and details the key components of a successful enterprise, sustainable and enduring GIS. It describes the strategic planning process an organization must undertake prior to GIS implementation. The heart of the book is the formula for success that offers a systematic methodology for examining and benchmarking a GIS initiative and the practical and repeatable strategy for success. There are many obstacles to successful GIS implementation, and unfortunately, the local government landscape is riddled with false starts, poorly planned implementations, and glorified mapping systems. This book documents the reason for failure and possible remedies to overcome the challenges to implementation. It discusses pathways to change, ways of improving organizational effectiveness and efficiency, and lays out the organizational approaches, management processes, and leadership actions that are required for GIS to become an indispensable part of an organization. This book is about aiming high, so you can consistently hit your mark by formulating goals and objectives that will tremendously influence the success of a GIS initiative. It details the factors crucial for building an enterprise GIS vision statement that includes governance, data and databases, procedures and workflow, GIS software, GIS training and education, and infrastructure, and how to develop performance measures related to the stated objectives of an organization. The book combines theory with real-world experience to offer guidance on the process of managing GIS implementation. Through key components, this book introduces a new way to think about GIS technology.

Automating Vision by Anthony McCosker,Rowan Wilken Pdf

Automating Vision explores the rise of seeing machines through four case studies: facial recognition, drone vision, mobile and locative media and driverless cars. Proposing a conceptual lens of camera consciousness, which is drawn from the early visual anthropology of Gregory Bateson and Margaret Mead, Automating Vision accounts for the growing power and value of camera technologies and digital image processing. Behind the smart camera devices examined throughout the book lies a set of increasingly integrated and automated technologies underpinned by artificial intelligence, machine learning and image processing. Seeing machines are now implicated in growing visual data markets and are supported by emerging layers of infrastructure that they coproduce. In this book, Anthony McCosker and Rowan Wilken address the social impacts, the disruptions and reconfigurations to existing digital media ecosystems, to urban environments and to mobility and social relations that result from the increasing automation of vision and explore how it might be possible to ensure a safe and equitable future as we learn to see with and negotiate the interventions of seeing machines. This book will appeal to students and scholars in media, communication, cultural studies, sociology of media and science and technology studies. Standard-Based Data and Information Systems for Earth Observation by Liping Di,H. K. Ramapriyan Pdf

CEOS was established under the auspices of the Economic Summit of Industrialized Nations in 1984 in response to a recommendation from a panel of experts in remote sensing within the Working Group on Growth, Technology and Employment (CEOS, 2009). The panel recognized the collective value of the world’s Earth remote sensing capabilities and the advantages that would be gained by the coordination of civil Earth observing satellite missions. By cooperating in mission planning and the development of compatible data products, applications, services and policies, the national space programs would maximize the bene?ts of their individual inve- ments and be able to better address the environmental challenges of the entire international community. CEOS was to serve as the focal point for this inter- tional coordination and to provide the forum for the change of policy and technical information. The members of CEOS are governmental organizations that are international or national in nature and are responsible for a civil space-borne Earth observation program that is currently in operation or in an advanced stage of system devel- ment. CEOS also has established Associate Members that are similar governmental organizations with a civil space-segment activity in an early stage of system dev- opment or those with a signi?cant ground-segment activity that supports CEOS objectives. Associate Members may also be existing satellite coordination group and scienti?c or governmental bodies that are international in nature and have a signi?cant programmatic activity that likewise is aligned with the goals of CEOS.
