What is the role the of Parliament in the British System of Government? What significant differences are there to the Government in Germany? by Sonja Sickert Pdf

Essay from the year 2005 in the subject English Language and Literature Studies - Culture and Applied Geography, grade: B, University of Brighton (School of languages), course: Identity & Culture, language: English, abstract: According to Wikipedia the term parliament: “[...] is derived from French parlement, the action of parler (to speak). A parlement is a talk, a discussion, hence a meeting ( an assembly, a court ) where people discuss matters. The British Parliament is often referred to as the “Mother of Parliaments” because it has been a model for most other parliamentary systems”. Political systems can be distinguished into three different kinds. Presidential systems as in the United States, parliamentary systems as in the United Kingdom and Germany and semi-presidential systems as in France. The different systems have many similarities and are based on democracy. Although the political system of the United Kingdom and Germany both have a parliamentary system, they vary in many ways. This essay aims to show some of the significant differences between the German and British Parliament. First, the two parliamentary systems will be presented in terms of composition, function and tasks. Second, the consequences resulting in the difference in aforementioned properties will be considered. Undoubtedly, there is more to consider when discussing political systems and the point of view regarding to the task of this essay just allows a narrow consideration. [...]

Parliament’s Secret War by Veronika Fikfak,Hayley J Hooper Pdf

The invasion of Iraq in 2003, and the Coalition Government's failure to win parliamentary approval for armed intervention in Syria in 2013, mark a period of increased scrutiny of the process by which the UK engages in armed conflict. For much of the media and civil society there now exists a constitutional convention which mandates that the Government consults Parliament before commencing hostilities. This is celebrated as representing a redistribution of power from the executive towards a more legitimate, democratic institution. This book offers a critical inquiry into Parliament's role in the war prerogative since the beginning of the twentieth century, evaluating whether the UK's decisions to engage in conflict meet the recognised standards of good governance: accountability, transparency and participation. The analysis reveals a number of persistent problems in the decision-making process, including Parliament's lack of access to relevant information, government 'legalisation' of parliamentary debates which frustrates broader discussions of political legitimacy, and the skewing of debates via the partial public disclosure of information based upon secret intelligence. The book offers solutions to these problems to reinvigorate parliamentary discourse and to address government withholding of classified information. It is essential reading for anyone interested in war powers, the relationship between international law and domestic politics, and the role of the Westminster Parliament in questions of national security.

Imperial Germany Revisited by Sven Oliver Müller,Cornelius Torp Pdf

The German Empire, its structure, its dynamic development between 1871 and 1918, and its legacy, have been the focus of lively international debate that is showing signs of further intensification as we approach the centenary of the outbreak of World War I. Based on recent work and scholarly arguments about continuities and discontinuities in modern German history from Bismarck to Hitler, well-known experts broadly explore four themes: the positioning of the Bismarckian Empire in the course of German history; the relationships between society, politics and culture in a period of momentous transformations; the escalation of military violence in Germany's colonies before 1914 and later in two world wars; and finally the situation of Germany within the international system as a major political and economic player. The perspectives presented in this volume have already stimulated further argument and will be of interest to anyone looking for orientation in this field of research.

National, European and Human Security by Mary Kaldor,Mary Martin,Narcis Serra Pdf

This book examines how national security strategies relate to an emerging common European or global vision of security, and to human security ideas. Human security and national security are often regarded as competing and mutually antagonistic; the former was proposed and has been operationalised in ways which represent a paradigm shift away from state-centric approaches and the dominance of national-security perspectives. This has led to human security being associated with a broadening of the security agenda to encompass not only physical security, the use of force and military capabilities, but also the provision of material well-being and dignity to vulnerable communities. This edited volume seeks to identify key concepts and themes in the national discourse of several European countries, addressing security at a meta-narrative and conceptual level, illustrating the changes taking place in approaches to security, and in particular, mapping moves away from a paradigm of ‘national security’ to one which might be called ‘human security’. It also enables an assessment of whether national security is currently converging at either European or global levels. This book will be of much interest to students of human security, European politics, discourse analysis, war and conflict studies, and IR/security studies in general.
