This Plan of Action section will present the basic concepts of the Right Choice Program. The suggestions for how to begin and then carry out the program are presented. Part IV deals with Right Choice implementation. Since one of the basic concepts is that discipline needs to be taught, the teacher needs to set aside time each day to teach the lessons of the Right Choice Program. The lessons are written as prompts and suggestions to teach the meaning of the concepts. The teacher can elaborate or divide the lessons into small sections as needed to best suit the class’s needs. Teachers need to be sure that the students understand the concept being presented and then give them the opportunity to practice what is being taught. Child marriage, usually defined as ‘any formal marriage or informal union where one or both of the parties are under 18 years of age’, is normally considered as forced – which is to say that it is assumed that are not capable of consenting to marriage. This book, however, re-examines this assumption, through a detailed socio-legal examination of child marriage in Indonesia. Eliciting the multiple competing frameworks according to which child marriage takes place, the book considers the complex reasons why children marry. Structural explanations such as lack of opportunities and oppressive social structures are important, but not exhaustive, explanations. Exploring the subjective reasons by listening to children’s perspectives, their stories show that many of them decide to marry for love, desire, to belong to the community, and for new opportunities and hopes. The book, then, demonstrates how the child marriage framework – and, indeed, the human rights framework in general – is constructed on too narrow a vision of human agency: One that cannot but fail to respect and promote the agency of all, regardless of gender, race, religion, and age. This interdisciplinary study applies human rights theory to the problems of rural poverty in the Third World. Considering the interdependence of minimal food and health security with minimal assurance of basic freedoms, political scientist Alan G. Smith traces the linkage to the need of the food-insecure to seek clientelistic dependencies on better-off neighbors—relationships that often operate to restrict freedom of choice. He further argues that respect for human rights involves a duty on the part of advantaged nations to address the Third World predicament with practical measures fully consistent with human rights, and for each of these three country cases, Smith recommends direct locally specific minimalist aid.
