Slavery is illegal throughout the world, yet more than twenty-seven million people are still trapped in one of history's oldest social institutions. Kevin Bales's disturbing story of slavery today reaches from brick kilns in Pakistan and brothels in Thailand to the offices of multinational corporations. His investigation of conditions in Mauritania, Brazil, Thailand, Pakistan, and India reveals the tragic emergence of a "new slavery," one intricately linked to the global economy. The new slaves are not a long-term investment as was true with older forms of slavery, explains Bales. Instead, they are cheap, require little care, and are disposable. Three interrelated factors have helped create the new slavery. The enormous population explosion over the past three decades has flooded the world's labor markets with millions of impoverished, desperate people. The revolution of economic globalization and modernized agriculture has dispossessed poor farmers, making them and their families ready targets for enslavement. And rapid economic change in developing countries has bred corruption and violence, destroying social rules that might once have protected the most vulnerable individuals. Bales's vivid case studies present actual slaves, slaveholders, and public officials in well-drawn historical, geographical, and cultural contexts. In the twilight of the Habsburg Empire, the company Americanized its production model while also trying to Americanize its workforce. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. Economic, technological, and political shifts as well as changing business strategies have driven firms to unbundle production processes and disperse them across countries. Thanks to these changes, developing countries can now increase their participation in global value chains (GVCs) and thus become more competitive in agriculture, manufacturing and services. This is a paradigm shift from the 20th century when countries had to build the entire supply chain domestically to become competitive internationally. For policymakers, the focus is on boosting domestic value added and improving access to resources and technology while advancing development goals. However, participating in global value chains does not automatically improve living standards and social conditions in a country. This requires not only improving the quality and quantity of production factors and redressing market failures, but also engineering equitable distributions of opportunities and outcomes - including employment, wages, work conditions, economic rights, gender equality, economic security, and protecting the environment. The internationalization of production processes helps with very few of these development challenges. Following this perspective, Making Global Value Chains Work for Development offers a strategic framework, analytical tools, and policy options to address this challenge. The book conceptualizes GVCs and makes it easier for policymakers and practitioners to discuss them and their implications for development.
