The House of Commons Science and Technology Committee published a report on 'Genetics and Insurance' in April which reviewed the use of genetic test results by insurers, their relevance and reliability and their wider consequences for research and patient care. Although the Government understands fears that testing could lead to new forms of discrimination, it also recognises the concerns of insurance companies that individuals might take out larger than usual insurance in the expectation of an early claim. Discussions have already taken place between the Government and the Association of British Insurers (ABI) which have resulted in a stronger moratorium. The Government recognises that the moratorium is unlikely to provide a permanent solution, but it will give time to consider implications of advance in genetic science and develop a policy that can work in the long term.

This Report explains the role that the Science and Technology Committee has played within Parliament and the science community. It outlines the Committee's innovations, its impact and concerns regarding future science scrutiny in the House of Commons. It concludes that, in the long term, a separate Science and Technology Committee is the only way to guarantee a permanent focus on science across Government within the select committee system and recommends that the House be given an opportunity to revisit this issue.

In the summer of 2012, the Supreme Court of Canada issued rulings on five copyright cases in a single day. The cases represent a seismic shift in Canadian copyright law, with the Court providing an unequivocal affirmation that copyright exceptions such as fair dealing should be treated as users’ rights, while emphasizing the need for a technology neutral approach to copyright law. The Court’s decisions, which were quickly dubbed the “copyright pentalogy,” included no fees for song previews on services such as iTunes, no additional payment for music included in downloaded video games, and that copying materials for instructional purposes may qualify as fair dealing. The Canadian copyright community soon looked beyond the cases and their litigants and began to debate the larger implications of the decisions. Several issues quickly emerged. This book represents an effort by some of Canada’s leading copyright scholars to begin the process of examining the long-term implications of the copyright pentalogy. The diversity of contributors ensures an equally diverse view on these five cases, contributions are grouped into five parts. Part 1 features three chapters on the standard of review in the courts. Part 2 examines the fair dealing implications of the copyright pentalogy, with five chapters on the evolution of fair dealing and its likely interpretation in the years ahead. Part 3 contains two chapters on technological neutrality, which the Court established as a foundational principle of copyright law. The scope of copyright is assessed in Part 4 with two chapters that canvas the exclusive rights under the copyright and the establishment of new “right” associated with user-generated content. Part 5 features two chapters on copyright collective management and its future in the aftermath of the Court’s decisions. This volume represents the first comprehensive scholarly analysis of the five rulings. This document sets out the Government's reply to the Committee's report (HCP 272-I, session 2006-07; ISBN 9780215033512) on the Government's policy proposals for changes to the Human Fertilisation and Embryology Act 1990 in order to update the law and regulation relating to human reproductive technologies (Cm. 6989, ISBN 9780101698924). The Committee's report argued that the creation of human-animal chimera or hybrid embryos, and specifically cytoplasmic hybrid embryos, are necessary for research purposes, under licence, and criticised the Government for not clearly setting out the areas of research practice intended to fall under the proposed legislation. The Government's response deals with all 34 of the Committee's conclusions and recommendations and finds that the Committee's report has very helpfully moved the debate on this issue forward.
