The Office of Science and Technology (OST) and its seven associated Research Councils have responsibility for furthering science and technology issues in the UK, as part of the Department of Trade and Industry (DTI). The Committee's report examines a number of aspects of its work including: its performance against departmental public service agreement targets; the departmental annual report; the 2002 spending review and the science budget; higher education funding; and the Government's cross-cutting policy review of science and research. Recommendations made include: i) the OST should consider publishing its own annual report; ii) the way the 2002 Spending Review presents the increase in science spending is misleading, with the actual figure nearer to £660 million; and iii) the importance for the OST to be appropriately resourced by the DTI, in order to meet the demands of effective parliamentary scrutiny.
