The last years of the 20th century and the first years of the 21st century have an important meaning in the fight for the preservation of Maori culture and language. This essay’s aim is to examine this period of time concerning the language policies that were made or changed during that time. How did language policy concerning the Maori language change at the turn of the 21st century in New Zealand? In order to be able to answer this question, the essay first focuses on the historical background, specifically at precolonial times, at the signing of the Treaty of Waitangi as a consequence of the colonization by England, and the early 20th century. After this, language policies in the 1990's and early 2000's will be discussed by looking at the policy changes that were made concerning the Maori language during that time. In the end, future prospects for the next 50 years will be given.

However, is this elixir, Te Reo Māori, still alive or has the English language suffocated it? With the colonisation of New Zealand by Great Britain the Māoris had to face several severe changes in their language use and their culture. These changes include, among other things, the shift in the language of communication from Te Reo Māori to English and the displacement of Māori tribes from their native land. Language death, and hence also cultural death, would have been the worst case. But with the help of the New Zealand Government Te Reo Māori and the culture of the Māoris is experiencing a unique revival. Nevertheless, Te Reo Māori has also had a permanent influence on the English language. It was most influential during the first years of colonisation and now again in the period of revitalisation. Similarly, other languages have had an influence on New Zealand English and particularly on the language situation in New Zealand. More than 180 languages have been spoken or understood by New Zealanders in 2006 and this number might have increased by now. In spite of this large number of languages being spoken or understood, hardly any policies for languages exist though a necessity for such a policy is more than present. The schools developed Maori language instruction programs in response to community interest and recently-established national policy. The study's report begins with an overview of the major language issues facing schools in New Zealand, in the context of major change within the educational system. It then describes the principles of action research and this study's approach, of which action research is an integral part. The case studies of the two schools are then presented. They describe the schools and their communities and document the research process over the course of a year of program evolution. A separate chapter is devoted to discussion of difficulties in accommodating culturally sensitive language instruction in a traditional curriculum structure. The final chapter reflects on the formative/action research process and the different experiences of the two schools. This book uses case studies of Aotearoa New Zealand policy formulation and practice to explore early childhood education and care (ECEC) as a site for democratic citizenship and social justice. Addressing fundamental questions about the purpose of education, it argues for explicit values focusing on children and childhood as a basis for ECEC policy to replace discourses of economic investment and child vulnerability that are dominant within policy goals in many countries. A commitment to democracy and equity is a good place to start. Aotearoa New Zealand is of special interest because of its world-renowned ECE curriculum, Te Whāriki, which is based on principles of social justice, respect for rights and an aim to support children growing up in a democracy. The curriculum upholds Māori rights to tino rangatiratanga (absolute authority over their lives and resources). Yet, Aotearoa New Zealand’s extreme market policies and harsh labour laws during recent periods run contrary to ideals of democracy and are puzzlingly inconsistent with curriculum principles. The book starts with an analysis and critique of global trends in ECEC in countries that share capitalist mixed economies of welfare, and where competition and marketisation have become dominant principles. It then analyses ideas about children, childhood and ECEC within a framework of democracy, going back to the Athenean origins of democracy and including recent literature on meanings and traditions of democracy in education. The book uses vivid examples from researching curriculum, pedagogy and assessment practices within Aotearoa New Zealand ECEC settings and collective action to influence policy change in order to illustrate opportunities for democratic education. It concludes by examining what conditions might be needed for integrated and democratic ECEC provision in Aotearoa New Zealand, and what changes are necessary for the future. It offers a compass not a map; it points to promising directions and provides insights into issues in ECEC policy and practice that are of current global concern.
