Excerpt: ...spite of this lack of revenue the administration, it was declared, did its best to conduct city affairs in a creditable, satisfactory and efficient manner, and succeeded. The stock yards canal, the west fork of the South branch and south fork of the South branch were stated to be a menace to the health in that locality. The construction of the conduit at Thirty-ninth street was intended to purify those branches and its completion was urged. Much to divert the sewage from the lake was done. The early completion of the sanitary canal would still further purify the lake and the river branches. All departments of the city hall were subjected during 1898 to thorough inquiry, particularly as to their bookkeeping methods. Great improvements were introduced. The police justices were allowed fixed salaries and the fees were turned into the city treasury. The water office, which had been a prolific source of scandals, was thoroughly investigated, inundated and washed. The crude system of accounts and the unsystematic conduct there were entirely changed and reestablished upon better and more modern lines. The water rates were reduced and the revenues increased. Every assessment made back to 1872 was thoroughly examined. During 1898 there was organized a special department to manage the electric interests of the city. This was followed by a reduction in expenses and by better service in the light, fire alarm telegraph and police telephone systems. The City Council appropriated during the year $150,000 for the extension of the electric light system. The police force numbered 2,675. Drawing on records of about 5,500 soldiers and veterans, Shades of Green traces the organization of Irish regiments from the perspective of local communities in Connecticut, Illinois, and Wisconsin and the relationships between soldiers and the home front. Research on the impact of the Civil War on Irish Americans has traditionally fallen into one of two tracks, arguing that the Civil War either further alienated Irish immigrants from American society or that military service in defense of the Union offered these men a means of assimilation. In this study of Irish American service, Ryan W. Keating argues that neither paradigm really holds, because many Irish Americans during this time already considered themselves to be assimilated members of American society. This comprehensive study argues that the local community was often more important to ethnic soldiers than the imagined ethnic community, especially in terms of political, social, and economic relationships. An analysis of the Civil War era from this perspective provides a much clearer understanding of immigrant place and identity during the nineteenth century. With a focus on three regiments not traditionally studied, the author provides a fine-grained analysis revealing that ethnic communities, like other types of communities, are not monolithic on a national scale. Examining lesser-studied communities, rather than the usual those of New York City and Boston, Keating brings the local back into the story of Irish American participation in the Civil War, thus adding something new and valuable to the study of the immigrant experience in America’s bloodiest conflict. Throughout this rich and groundbreaking study, Keating supports his argument through advanced quantitative analysis of military-service records and an exhaustive review of a massive wealth of raw data; his use of quantitative methods on a large dataset is an unusual and exciting development in Civil War studies. The Tunnel under the Lake recounts the gripping story of how the young city of Chicago, under the leadership of an audacious engineer named Ellis Chesbrough, constructed a two-mile tunnel below Lake Michigan in search of clean water. Despite Chicago's location beside the world’s largest source of fresh water, its low elevation at the end of Lake Michigan provided no natural method of carrying away waste. As a result, within a few years of its founding, Chicago began to choke on its own sewage collecting near the shore. Avenging Lincoln’s Death: The Trial of John Wilkes Booth’s Accomplices is an examination of the 1865 military commission trial of eight alleged accomplices of John Wilkes Booth, the assassin who murdered President Abraham Lincoln. The book analyzes the trial transcript and other relevant evidence relating to the guilt of Booth’s alleged accomplices, as well as a careful application of basic constitutional law principles to the jurisdiction of the military commission and the fundamental fairness of the trial. The author found that the military commission trial was unconstitutional and unfair because Congress never authorized trial by military commission for these eight civilians. President Johnson exceeded the scope of his authority as commander in chief by ordering the accomplices to be tried by military commission. He failed to follow the Habeas Corpus Act of 1863 that required him to turn over the alleged accomplices to civilian authorities for prosecution. The accomplices were convicted on perjured testimony and the Government was allowed to drag in unrelated evidence of Confederate atrocities to poison the minds of the panel of officers.
