History of Education in Vermont (Classic Reprint) by George Gary Bush Pdf

Excerpt from History of Education in Vermont For years no statistics were gathered showing the number of school Children, their average attendance, and the aggregate expense of sus taining the schools, no institutes nor general meetings were held, and no reports made by direction Of law. The only faithful and determined friends of the common schools were said to be mainly clergymen of different denominations. In 1856 a law was passed providing for a board of education, chosen annually by the legislature and consisting of five members, with powers substantially the same as those granted in 1827 to the board of commissioners, except that the latter board was authorized to appoint a secretary. This law left the act Of November 15, 1847, materially unchanged. The duties discharged by the secretary from that-time until 187 4 were the same as have since been performed by the State superintendent of schools. The first to be chosen to the office of secretary was the Hon. J. S. Adams, who in 1856 entered upon the performance Of the duties which in the years to follow he proved himself so well fitted to discharge. A Study of Secondary Education in Vermont (Classic Reprint) by Raymond McFarland Pdf

Excerpt from A Study of Secondary Education in Vermont While two-thirds of the schools have satisfactory grounds, also two-thirds of the buildings are poorly sup plied with light through inadequate window space. Teach ers do not realize their responsibility in maintaining the best possible conditions for lighting and ventilating rooms. Too often the shades are left where they happen to be, with no consideration for the bright or dull day. Usually two thirds of the light comes through the upper half of the window. Many cases of severe eye strain could be avoid cd by raising the shades to the top of the windows, or, what is better, by having shades that may be adjusted from the middle of the Window. Vermont School Report by Vermont Dept. Of Education Pdf

Excerpt from Vermont School Report: Made by the State Superintendent of Edugation, to the General Assembly, October, 1898 That the public schools of Vermont have been greatly improved by the introduction of the town system is a fact; it is another fact that they can still be improved in afar greater degree. By the introduction of the town system many causes of local dis ruption have been removed; still too many community disturbances occur because there is no near authoritative official to whom the people can confidently appeal. Excerpt from Biennial Report of the Vermont Board of Education, With the Report of the Secretary, Made to the Board, October, 1872: Being the Fifteenth Report of the Board Notwithstanding this defeat of the will of the people, the Secretary of this Board has, by much additional labor on his part, so managed the Teachers' Institutes the past; two years, as to make a saving to the State of over of the appropriation for Institute expenses. In view of these facts, it seems but simple justice that the State make good the provisions of the act above referred to, hv paying to the Secretary his othee expenses and the ia creased salary, from the date of the passage of said act to the present time. Fourth Annual Report of the Vermont Board of Education by Vermont Board of Education Pdf

Excerpt from Fourth Annual Report of the Vermont Board of Education: With the Report of the Secretary Made to the Board, September 1860 Teachers were hired, and teachers were paid. Scholars went to the school in the morning and returned home at night. But whether the work intend ed had been done, or not; whether the instruction sought had been obtained or not, few or none could tell. There was no practicable way of knowing. Few persons can, and-none will, enter into the gratuitous work of constant visitation of schools. It is no easy thing even for a man of intelligence and leisure, to find out very much about the school where his own children go, by personal inspection and inquiry. H e can ascertain something about the discipline and spirit of the school. He can obtain a general notion of the faithfulness and qualifications of the teacher; but the punctuality of at tendance, the habitual deportment and the daily progress of even his own children will remain, for the most part. Matters more of conjecture than of knowledge. The facts, with reference to the district as a whole, must, of course, be very inadequately understood. Extend the view over a town. Ship and the confusion becomes hopeless. Take in the whole commonwealth and the confusion is worse confounded; the reign of chaos and old night seems come agam. A Century of Education by Edwin Martin Stone Pdf

Excerpt from A Century of Education: Being a Concise History of the Rise and Progress of the Public Schools The rise and progress of public free schools in Providence is one of the most interesting and important features in its history, and the centennial year, so replete with patriotic memories, is a period eminently appropriate in which to place its educational story on record. In doing this the author has deemed it proper to bring into view the action of the town as early as 1663, and also the efforts of men on behalf of the common schools, whose enlarged ideas placed them in advance of the popular sentiment of the time. Their disinterested labors, though not immediately successful, prepared the way for the success of others who took up the work where they left it, and have secured for them an honored place among public benefactors.
