Excerpt from Biennial Report of the Vermont Board of Education, With the Report of the Secretary, Made to the Board, October, 1872: Being the Fifteenth Report of the Board Notwithstanding this defeat of the will of the people, the Secretary of this Board has, by much additional labor on his part, so managed the Teachers' Institutes the past; two years, as to make a saving to the State of over of the appropriation for Institute expenses. In view of these facts, it seems but simple justice that the State make good the provisions of the act above referred to, hv paying to the Secretary his othee expenses and the ia creased salary, from the date of the passage of said act to the present time.
