Excerpt from History of the World War, Vol. 1 The World War, entering its thirty-fourth month, as these lines are writ ten, has had three distinct phases, both on the military side and on the larger and more significant human side. The three military phases are supplied by the Marne campaign and its immediate consequences; the Russian campaign, with its Balkan episode and its Verdun ending; the Allied offensive in the west, which began at the Somme in July, 1916, and is still proceeding before Arras and along the old Aisne battlefield. In the Marne campaign Germany sought a complete triumph by a swift and terrible thrust at France, the only one of her foes then in any sense pre pared for war. Her thrust was parried at the Marne and permanently blocked at the Yser and at Ypres. Thereafter she had to turn east and restore the fail ing fortunes of Austria and protect her own imperilled marches. In the Russian campaign Germany sought to dispose of Russia, as she had endeavoured to dispose of France in the Marne campaign. Immediate success escaped her in this field. Despite terrible defeats and long retreats, Russian resistance was not broken, although the Russian Revolution, now the main factor on the eastern front and unmistakably a consequence of Russian defeat, gives to the German campaign of 1915 a value that was not perceived at the time. What the permanent value will be remains problematical. But as she had to turn east, with her western task incomplete in 1914, Germany had, after a brief and glorious campaign on behalf of her Turkish ally, to return west in February, 1916, and seek at Verdun what she had not attained on the Marne. Her failure there cost her the initiative and condemned her to the defensive. The campaign which opened at the Somme is still proceeding. Since they began their attack on July 1, 1916, the Allies have steadily, if only slowly, pushed the Germans back and the recent victory of Arras demonstrates that the British army has at last reached a high state of efficiency, while there are signs, far from conclusive to be sure, of a decline in German morale. In his journal he gives an account of what followed his appearance in front of the Iroquois war party. He writes: I looked at them, and they looked at me. When I saw them getting ready to shoot their arrows at us, I levelled my arquebuse, which I had loaded with four balls, and aimed straight at one of the three chiefs. The shot brought down two, and wounded another. On this, our Indians set up such a yelling that one could not have heard a thunderclap, and all the while the arrows flew thick on both sides. The Iroquois were greatly astonished and frightened to see two Of their men killed so quickly, in spite of their arrow-proof armour. As I was reloading, one of my companions fired a shot from the woods, which so increased their astonishment that, seeing their chiefs dead, they abandoned the field and fled into the depths of the forest. Champlain by attacking the Iroquois won the friend ship of the Algonquians and Hurons. But unfortunately those tribes were no match for the Iroquois, and Cham plain's act was destined, in the end, to result disastrously for New France. Years of savage reprisals resulted in the loss of valuable lives, in indescribable atrocities, and in disastrous destruction of property. At that time no one foresaw the duration, the intensity, or the extent of the conflict and certainly no one dreamed that almost the whole world would become involved. Quite evidently no single volume can describe adequately such a struggle of nations. Therefore the history which we now offer is more than three times the length of the narrative planned six years ago. The delay in publication has been unavoidable. We were unwilling to offer our readers a hasty sketch made up from newspaper accounts which, however interesting, could have neither the accuracy nor the balance of true history. Such a course would have been entirely contrary to our policy and out of harmony with the other volumes of our great Book of History, which this History of the World's Greatest War now adequately completes. Though our editorial staff collected, studied, and filed all the accounts, reports and documents as they appeared, actual writing was not begun until long after the Armistice was signed. Only when the end of the war brought to light hundreds of secret documents, when the final reports of the military and naval officers were published, and the leaders, civil and military, of all the nations began writing to explain, to justify or to excuse their actions, did it become possible to prepare a history of permanent value. The contributors to the history form an unusual group drawn from Europe, Canada, and the United States. Some were distinguished participants in the military or naval actions; others held high positions as civilians, while still others are able students and writers of history. Their contributions, moreover, are not a series of unrelated essays as so often happens in works by a number of authors. All the contributors have co-operated most generously in carrying out the general plan worked out by the incessant labor of the Editor-in-Chief, - himself a well-known historian, - who has welded their contributions into a well-balanced and harmonious whole. The thousand and more illustrations and maps add immense value to the text. Through our connections in Europe we have been able to secure many rare photographs not before published on this side of the Atlantic and some which have not been published at all. The official photographs of the leading nations have been freely used, and many have come from daring civilian photographers who risked their lives to secure the coveted pictures. Mackin tosh, following up the labours of Romilly, reformed the Criminal Code; Huskisson, adopting the doctrines of Adam Smith, reformed the commercial system; Canning, rejecting the principles of Castlereagh, reformed the policy of the Foreign Office; a Tory Government, abandoning the traditions of its party, emancipated the Roman Catholics and the Dissenters; and a Whig Ministry, at length succeeding to power, reformed the constitution of the House of Commons. These five great revolutions in law, in commerce, in foreign policy, in religion, and in internal politics were the memorable achievements of twelve years of progress. An attempt has been made to relate the history of these twelve years in the second volume of this work. It is proposed, in future volumes, to deal with the labours and doings of a Reformed Parliament. It may possibly be objected to the plan of this work that the events of which it treats are too recent to be dealt with judicially. The same objection could, how ever, have been raised to some of the greatest histories which the world has yet seen. The Author relies for replying to it on the avowed intention of one great authority. Macaulay, when he commenced his immortal history, contemplated as a final halting-place the Reform Bill of 1832. If it were legitimate in 1848 to contem plate writing the history of 1832, it must be legitimate in 1878 to contemplate writing the history of 1862.
